HomeMy WebLinkAboutRES 23-124RESOLUTION NO. 23-124 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the City Council hereby adopts the HUD Consolidated Grant Program's 2023 Annual Action Plan, as well as the budget of the 2023 Action Plan in the estimated amount of $1,394,010. The Plan is substantially in the form attached hereto as Exhibit "A," and made a part hereof for all purposes. The meeting at which this resolution was approved was in all things conducted in strict compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 6'1021 PASSED BY THE CITY COUNCIL of the City of Beaumont this the 2nd day of May 2023. qez,e - Mayor Robin Mouton - 2023 HUD CONSOLIDATED GRANT PROGRAM As of 4/20/2023 DRAFT COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) 2023 Budget CLEARANCE AND DEMOLITION 2E5,407 Funds will be used to demolish unsafe, unsanitary and uninhabitable residential structures located in low to moderate income areas. PUBLIC FACILITY& IMPROVEMENT (Special Projectsto be determined) 100,000 HOUSING MINOR REPAIR — (Habitat for Humanity) 470,400 Funds will be used to repair approximately 12 homes at $24,999 each, for the elderly and disabled. Rehabilitation Administration (Project Delivery Costs) Funds will be used for personnel and operating expenses necessary for compliance with the planning, execution, 71,722 and regulatory requirements associated with the implementation of the housing Repair Program. PUBLIC SERVICES (15%) 20a,000 Public service Organizations Funds will be used for administrative and operating costs for various public service organizations that provide services to low/moderate income citizens. ADMINISTRATION (19%) 264,481 Funds will be used for personnel and operating expenses necessary for compliance with the planning, execution, and regulatory requirements associated with the implementation of the HUD Consolidated Grant Program, TOTAL ENTITLEMENT 1,392,010 Program Income 2,000 Clearance and Demolition *Program Income is Estimated TOTAL CDBG 1,394,010 HOME Budget AFFORDABLE HOUSING PROGRAM Funds will be awarded to a non-profit housing development organization that will assist low/moderate income families in the process of acquiring a home (down payments assistance/closing costs, and mortgage buy downs). HOME ADMINISTRATION 52,972 CHDO OPERATING (5%) 31,370 (Community Housing Development Organization Operating) CHDO RESERVE (15%) 94,109 (Community Housing Development Organization Reserve) ENTITLEMENT (70%) 439,177 TOTAL HOME 627,396 "Exhibit A" CDBG 2023 Applicants for Public Services/Public Facilities Certification of compliance with National Objectives in accordance with subpart C of CFR part 570 projected use of funds meet one National Objective: 2) benefits low to moderate income families, 2) aids in prevention or elimination of slums or blighted conditions, and 3) meet other community development needs having a particular urgency. 1. ANAYAT HOUSE, INC. $4,800 Funding will be used to reimburse the costs of utility expenses for a medical hospitality facility that provides low to no cost overnight accommodations for individuals and families who have loved ones in local hospitals or clinics. The clients served are over the age of 60, are on a fixed income and live at or below poverty level with an annual income of less than $24,999. 2. CASA OF SETX $20,000 Funding will be used reimburse mileage costs of volunteers and advocates, costs of travel and training materials for those who serve as Court Appointed Special Advocates -for all abused and neglected children of Jefferson County. 3. CHILD ABUSE & FORENSIC SERVICES $20,000 Funding will be used to reimburse a portion of salary costs associated with the "On Call" services ($3.25/hr) and examinations ($300.00 per exam) provided to low/moderate income victims of sexual assault that occur after hours and weekends. 4. FAMILY SERVICES OFSOUTHEAST TEXAS $20,000 Funding will be used to pay for utility costs at the shelter that houses women and children who are survivors of domestic abuse. 5. GIRL'S HAVEN $20,000 Funding will be used for construction of new living quarters with windows for the residents. This agency provides many services to girls who come from homes of abuse, neglect and dysfunction. They -are under the care of Child Protective Services. They are provided housing until they can transition into adulthood. 6. RISE $5,000 Funding will be used to cover costs for transportation provider for underserved and disability "Exhibit A" populations to attend medical appointments. 7. SPINDLETOP CENTER $6,280 Funding for equipment for a new Sensory Room for individuals with intellectual and development disabilities. 8. COMMUNITIES IN SCHOOLS* $10,000 Funding will be used to implement Trust Based Relational Intervention (TBRI) for students, grades k-12. Supplies will be purchased for reset stations that allow students to practice calming strategies and further emotional regulation skills. 9. JONATHON WILLIAMS CENTER FOR THE PERFORMING ARTS $20,000 Funding will be used to purchase production equipment for summer camp programs, which saves money expended to lease equipment. The camps provide culturally centered events for low to moderate income families. 10. STABLE SPIRIT $9,300 Funding will be used to provide Hippotherapy for children with disabilities and farrier services for the horses. TEXAS HEALTH NETWORK $20,000 Funding for services to uninsured and underinsured patients, education and support events and materials for mental, spiritual and physical health. Costs include: testing, screening, prenatal and any other medical services needed. 12. SHORKEY CENTER $20,000 Funding will be used for costs of flood and property insurance, to clean and paint the front awning and perform building maintenance. This facility provides rehab and education therapies to children with autism spectrum disorders and emotional disturbances. 13. LEGACY CDC/TENDER LOVING CARE $20,000 Funding will be used to cover the costs of the Home Buyers Education Certification and Credit Counseling courses. These courses are required by HUD for clients participating in the Ist Time Homebuyers Program with the City of Beaumont. Funding will also be used for costs associated with program marketing, printing, advertising and insurance for the agency. 14. SETX FAMILY RESOURCE CENTER $20,000 Funding will be used to offset costs for after school and summer enrichment programs, food distribution and resource referrals. The funding will also allow enhancement of education programs and computer literacy. Clients served live in a low-income area. 15. WISE AND ROOTED* $20,000 Funding will be used to purchase furniture for new inpatient youth behavioral health facility located in South end of Beaumont in low-income area that services low to moderate income clients. 16. ONCE UPON A DREAM k $20,000 Funding will be used to pay organization's rent and provide bus vouchers for clients. The organization is a child care facility for low to moderate income teen parents so that they can remain in school. 17. RECOVERY COUNCIL OF SETX $7200 Funding will be used for replacement purchase and installation of an air conditioner to service kitchen and dormitory area of the facility. This organization provides 24/7 residential addiction treatment for clients with no funding and is located in a low-income area. 18. The H.O. W. Center $20,000 Funding will be used to purchase and install Generac generator and concrete pad.
