BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BEAUMONT:
THAT the City Council hereby adopts the HUD Consolidated Grant Program's 2022
Annual Action Plan, as well as the budget of the 2022 Action Plan in the estimated
amount of $1,405,240 in Community Development Block Grant (CDBG) funding, an
estimated $2,000 in Program Income and $514,688 in HOME funding. The Plan is
substantially in the form attached hereto as Exhibit "A" and made a part hereof for all
purposes.
The meeting at which this resolution was approved was in all things conducted in
strict compliance with the Texas Open Meetings Act, Texas Government Code, Chapter
551.

CLEARANCE AND DEMOLITION 300,000
Funds will be used to demolish unsafe, unsanitary and uninhabitable residential structures
located in low to moderate income areas.
PUBLIC FACILITY & IMPROVEMENT (Special Projects to be determined) 220,400
HOUSING
MINOR REPAIR — (Habitat for Humanity) 350,000
Funds will be used to repair approximately 12 homes at $24,999 each, for the elderly and disabled.
Rehabilitation Administration (Project Delivery Costs)
Funds will be used for personnel and operating expenses necessary for compliance with the planning, execution, 71,722
and regulatory requirements associated,with the implementation of the housing Repair Program. -

Public Service Organizations
Funds will be used for administrative and operating costs for various public service organizations that
provide services to low/moderate income citizens.

Funds will be used for personnel and operating expenses necessary for compliance with the planning, execution,
and regulatory requirements associated with the implementation of the HUD Consolidated Grant Program.

reimburse a portion of salary
costs associated with the "On
Call" services ($3.25/hr) and
examinations ($300.00 per
exam) provided to
low/moderate income victims
of sexual assault that occur after
hours and weekends.

4. FAMILY SERVICES OF
SOUTHEAST TEXAS
$15,000
Funding will be used to pay for
utility costs at the shelter that
houses women and children
who are victims of domestic
abuse.
5. GIRL'S HAVEN
$20,000
Funding will be used to
purchase commercial kitchen
appliances and equipment to be
used in preparing the meals of
the residents in the facility. This
agency provides many services
to girls who come from homes
of abuse, neglect and
dysfunction. They are under the
care of Child Protective
Services. They are provided
housing until they can transition
into adulthood.
6. HENRY'S PLACE/SOME
OTHER PLACE
$20,000
Funding will be used to pay for
for operational costs at a facility
that serves homeless, mentally
disabled persons. Costs to
include: assistance with utility
bills, repair/maintenance of the
building and equipment, and
office/custodial supplies.
7. I.E.A. (INSPIRE,
ENCOURAGE, ACHIEVE)
$20,000
Funding will provide
therapeutic counseling services
that will reduce recidivism
rates, and positively impact at -
risk youth. The youth
participants are under the
supervision of the Jefferson
County Juvenile Probation
Department and are at -risk of
delinquency.

NETWORK

Funding will be used to
purchase musical equipment
and pay the salaries of the
instructors that will teach youth
music, dance, keyboard and
drumming skills enabling them
to develop their musical talents.
9. JONATHON WILLIAMS
CENTER FOR THE
PERFORMING ARTS
$20,000
Funding will be used to provide
a sight survey and
conceptualize design work to
assess the building at 835
McFadden, identify program
needs, and to develop a design
that is feasible for funding and
construction.

THE PERFORMING ARTS

Funding will be used to provide
Phase H for renovation of the
building at 835 McFadden if
and when it is purchased.
11. JULIE ROGER'S GIFT
OF LIFE PROGRAM
$20,000
Funding will be used to pay
vital medical services such as
screenings, mammograms and
follow-up medical care
including diagnostic testing,
ultrasounds and biopsies, vital
lab reports for prostate/breast
and other cancers, cholesterol
and primary care tests, printing
costs, purchase of educational
outreach literature and hygienic
supplies and other health staples
that target the health and

12. LAND MANOR, INC.
$14,721
Funding will be used for costs
of labor and materials to
remove and replace the roof on
two buildings located at 1765
and 1785 Washington Blvd.
This facility houses and
provides educational
opportunities, job training and
other services for low to
moderate income women who
are recovering from substance
and/or alcohol addiction.
13. LEGACY CDC/Tender
Loving Care
$20,000
Funding will be used to cover
the costs of the Home Buyers
Education Certification and
Credit Counseling courses
which is a requirement per
HUD guidelines for clients to
participate in the 11t Time
Homebuyers Program, for the
City of Beaumont. These
financial and credit counseling
is provided to low income
families and residents of
Beaumont that desire to

a lease space that will be used

them dance, kemetic yoga,
aerobics, Entrepreneurial
Workshops, Grant -Writing
Workshops and Health and
Wellness. Funding has been
requested to pay for the training
costs and salaries of the
instructors.
15. NUTRITION &
SERVICES FOR SENIORS
$3,028.69
Funding will be used to
purchase coolers and carts to
transport the food that is
delivered for the Meals on
Wheels Program which
provides a hot meal for
homebound senior citizens that
are participants in our "Meals
On Wheels Program".

16. SHORKEY CENTER
$20,000
Funding will be used to replace
the vinyl flooring with new
carpeting for the center that
provides rehabilitation and
educational services for those
that require the services of
'physical, occupational and
speech therapy.
17. SALVATION ARMY
$19,000
Funding will be used to
purchase a walk-in freezer to
store the food used for meals
that are served at the shelter and
the Boys and Girls Club of
B eaumont that offers after
school and recreational
programs for youth.
18. SETX FAMILY
RESOURCE CENTER
$20,000
Funding will be used to
facilitate an after -school and
summer enrichment program,
building and vehicle
maintenance costs and repairs,
supplies for the Jazzy Seniors
Program, costs to include health
screenings, family activity
nights, food distribution, and
resource referrals, kitchen
supplies, and paper/plastic
goods. Also, to enhance
educational programs, computer
literacy, office supplies, books,
music and equipment for low to
moderate income children.
19. SOUTHEAST TEXAS
FOOD BANK
$20,000
Funding will be used to
purchase food and fresh
produce that will be distributed
in their "Back -Pack Program".
The Back -Pack Program will
provide food for school age
children that are in low income
families.
20. The H.O. W. Center
$19,860
Funding will be used to
reimburse the costs of labor and
materials to remove and replace
the roof on Dormitory #3 and
the filtered fresh air supply
centrifugal fan unit and
ventilator for the kitchen area
and all rotten decking around
the unit. This facility houses
and provides educational
opportunities, job training and
other services for low to
moderate income men who are
recovering from substance
and/or alcohol addiction.
