HomeMy WebLinkAboutSOG 104.04 Kelly DaysBeaumont Fire Department Standard Operating Guideline 104.04 -- Kelly Days Effective: 12/31/2022 Chief Earl White 1 Requesting Kelly Days 1.1 All members, including those in Logistics or Planning divisions, may submit their primary, secondary, and tertiary choices for a Kelly day at any time by submitting an email to the Solutions Box. (Tire.SolutionsAbeaumonttexas.jzovi Emails may be submitted from either their personal or City email address. If a personal email is used, the member shall indicate their name and officer number in both the subject and the body of the email to insure proper documentation of the request, 1.2 Members should maintain an electric copy of their email until the Kelly day request list is posted, to insure accurate documentation of their choices. The original email will serve as a receipt indicating their submitted Kelly day preferences in case of a dispute. 1.3 It is not necessary to submit a request for a Kelly day currently held. The member's current Kelly day will be documented on the Kelly day request list and will be included alongside their other choices. 1.4 New requests require time to be processed before being added to the Kelly day request list. This process is completed by the Assistant Chief s secretary and should take no more than two weeks front Administration receiving the request until it is added to the active Kelly day request list. 2 Compiling, Posting, and Updating Kelly Day Requests 2.1 The Assistant Chiefs secretary will ensure that Kelly day preferences are compiled in a spreadsheet. The spreadsheet will group and sort persolmel by rank and seniority. In the spreadsheet next to a member's name will be the following information: 2.1.1 the member's current Kelly day, 2.1.2 the menber's primary Kelly day choice, 2.1.3 the member's secondary Kelly day choice, and 2.1.4 the member's tertiary Kelly day choice. 2.2 The Kelly day request spreadsheet will be updated and posted in the G drive as soon as possible after requests are submitted. —1— 2.3 Personnel who are promoted or transferred will maintain thew current Kelly day preferences and will be placed into the proper rank/seniority position on the request spreadsheet by the Assistant Chief's secretary. 2.4 Newly hired personnel will be placed in Kelly day openings as available and will be able to submit Kelly day requests after the completion of thew probationary period. 3 Decision Parameters for Kelly Day Assignments 3.1 On each day of the week, there will be a maximum of ten (10) persons on Kelly day. 3.2 Allotment by rank will be as follows: 3.2.1 a maxinrunr of three (3) and a minimum of two (2) Officers 3.2.2 a maximum of four (4) and a minimum of three (3) Driver/Operators 3.2.3 a maximum of five (S) and a minimuln of four (4) Firefighters 3.3 Chief Officers on the salve shift will not be assigned the same Kelly day. 3.4 If there are multiple members on the list who have requested the same Kelly day and are eligible to fill a vacant Kelly day assignment, the assignment will be determined by highest rank, then by seniority in rank. 3.5 When a member is awarded a Kelly day, a transitional work assignment (partial shift) may be necessary to equalize the work hours of the pay period or cycle. The member accepting the new Kelly day will be notified via email of any necessary transitional work assigtunent and must accept it to be awarded the Kelly day. 4 Responsibility and Implementation 4.1 The Deputy Chief will routinely administer Kelly day assignments. 4.2 Vacated Kelly days previously held by swing personnel will be filled as soon as possible. 4.3 Vacated Kelly days previously held by personnel with permanent station assignments will be left vacant until the bid comes down for that position. The Kelly day will then be filled as soon as possible according to the parameters of this policy. 4.4 If a Kelly day has gone unfilled due to staffing reasons, a member who is on the current Kelly day request list may email their Deputy Chief of their desire for that vacancy. The Deputy Chief will then review the current Kelly day request list and fill the vacancy using the parameters of this policy. 4.5 Lateral trading of Kelly days will not be permitted. —2—
