WHEREAS, the City Council has been presented with allegations
of police misconduct and criticism of the manner in which such allega-
tions are handled by the City of Beaumont; and,
WHEREAS, various recommendations have been made by citizens
regarding the manner in which such complaints should be handled in the
future; and,
WHEREAS, before acting upon such recommendations, the City
Council is of the opinion that a study of the problem and the various
approaches to its resolution should be made, and that a committee should
be appointed to make such study;
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the following persons are hereby appointed to a special committee
by the City Council: Jo Ann Stiles, Harold Halcomb, Cleveland Nisby,
Robert Altemose and Lipscomb Norvell, Jr.
BE IT FURTHER RESOLVED that said committee is hereby charged
with the following responsibilities: Reviewing the questions raised
by recent complaints regarding allegations of police misconduct, defin-
ing the problem or problems, researching alternative solutions, and.sub-
mitting a report and recommendations to the City Council within ninety
(90) days of the date hereof; and,
BE IT FURTHER RESOLVED that the City Attorney be, and he is
hereby, directed to provide appropriate staff assistance to said com-
mittee.
