HomeMy WebLinkAboutRES 96 AAA�� fiAA A RE SOLUTION BE IT REMEMBERED, that on this, they of June, A.D., 1971 in the City of Beaumont, at a duly called and regular meeting of .the City Council of the City of Beaumont, there was presented, considered, and came on to be heard and adopted, the following Resolution. THAT WHEREAS, the problem of crime and public safety is one of highest national, state, regional, and local concern, and; WHEREAS, the incarceration and detention of offenders, both prior to and subsequent to sentencing, is central to the entire criminal justice system, and; WHEREAS, the rehabilitation, education, and resocial- ization of offenders through a comprehensive program of diagnosis and treatment is necessary to reduce the rate of recidivism, and; WHEREAS, a program segregating the first offender from the repeater offender could result in an increased rate of rehabilitation and; WHEREAS, offenders whose cases are pending on appeal, having no rehabilitative resources available to them, represent a threat to the community at large and a waste of human resources and; WHEREAS, present adult detention facilities in the South East Texas Planning Region are in disrepair, are not secure, and are too old to be economically remodeled and; WHEREAS, the need for new jail construction is a priority - item in the aforementioned region and; WHEREAS, local resources are inadequate to provide R - C/ � P, -,;N{�� NOW, THEREFORE BE IT RESOLVED that, this, the City Council of the City of Beaumont hereby does endorse and commend the program of the Texas Criminal Justice Council for statewide regional jail construction and; BE IT FURTHER RESOLVED, that this, the City Council of the City of Beaumont does declare its intent to enter into a contract with the Texas Department of Corrections for jail services for misdemeanants and felons, provided arrangements and facilities are provided in an acceptable and satisfactory manner, in a contiguous location, and at a cost that is advan- tageous, in the opinion of this Council, to the above named jurisdiction, and; BE IT FURTHER RESOLVED, that the foregoing is not, nor shall not be interpreted, represented, nor construed to be a binding offer, promise, or declaration to contract, but, rather is an expression and statement of interest in the above mentioned particulars and is a statement of willingness and intent to negotiate with the Texas Department of Corrections for the above outlined services, and if and when the above stipulated conditions are, in the opinion of the City Council of this city, complied with in a right, reasonable, and proper manner.
