HomeMy WebLinkAboutRES 205 XXc2o,5- is )e A RESOLUTION WHEREAS, The Texas Highway Commission on May 6, 1969, passed Minute Order No. 62284 providing for the implementation of an urban traffic operations program to increase the capacity and safety of streets and highways within the Beaumont -Port Arthur urban area, which- provisions are described as the TOPICS Program, and WHEREAS, Minute Order 61882, dated January 31, 1969, expressed the intent of the Texas Highway Commission to participate in a Traffic Operations Program to Increase Capacity and Safety (TOPICS) within the designated bound- aries of urban areas authorized by the Federal -Aid Highway Act of 1968; and WHEREAS, Minute Order 62136, dated April 2, 1969, stated policies which shall prevail in the selection, improvement, maintenance, and operation of a Type II System of City streets thoroughfares under the TOPICS Program, and WHEREAS, said Minute Order 62284, , dated May 6, 1969, directs the State Highway Engineer to tender the following proposal to the City of Beaumont: Provided the City will: 1. Assist in the development of an areawide TOPICS plan or plans for the Beau- mont -Port Arthur urban area, 2. Cooperate with the Texas Highway Department in the selection of a Type II Highway System, and 3. Cooperate in the selection and development of definite TOPICS projects, based on priorities developed in the areawide TOPICS plan or plans, with responsibilities generally as set out in Minute Order 62136 and Current Department policies, and WHEREAS, said Minute Order No. 62284 further provided that if accepted by the City of Beaumont, the Texas Highway Department will: 1. Initiate preliminary planning and develop an areawide TOPICS plan or plans for the Beaumont -Port Arthur urban area, Z. Select, in cooperation with the City, a Type II Highway System, and 3. In cooperation with the City, select and establish definite TOPICS projects to be constructed dependent upon the availability of funds for this purpose and the official designation of the facilities to be part of the Type II State Highway System, and WHEREAS, the State Highway Engineer is authorized to enter into agree- ment with the City of Beaumont prior to implementation of specific TOPICS projects, such agreement setting out in detail the responsibilities for the work involved and establishing practical maintenance and operating arrangements, and WHEREAS, said Minute Order further provided that it was subject to acceptance by the City of Beaumont and if not accepted within 90 days of its date, the action therein contained would be automatically cancelled; and, WHEREAS, the City Council is of the opinion that it is to .the best interest of the City. to accept said Minute Order. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT That Minute Order No. 62284 passed on May 6, 1969, by the Texas Highway Commission be, and the same is hereby, accepted by the City of Beaumont.
