Whereas, it appears that the proceedings heretofore talmn to (Affect the paving of the above named sti-eet and to assess a lien upon the abutting property owners has been made inoperative and impracticable as to that portion of Center Street between the North_.ai de o€` Laurel Avenue and the South Side of Hazel Avenge by reason of the fact that a sufficient number of the property owners owning. prop rty abutting upon that portion of the Street would not sign separate paving liens, contracts with the Uvalde Rock Asphalt Comp,ai .y and thereby causing a large number of unsightly gaps in the paving, and it is deemed advisable by the vity commission of the City of Beaumont to advertise for bids and to relet contracts with reference to paving said Street between the North Side of Broadway and the South Side of Hazel Avenue and it is necessary to institute proceedings rffor fixing the liens ag4inst the abutting property owners on said Street for the paving of same; N01ra7, THEREFORE, BE IT ORDAINED BY THE CITY COI4'Q1fISSION OF TffE CITY OF BEAUMONT: Section 1. That those portions of an ordinance passed on the 6th Day of July A. D. 1926 assessing the cost of paving against the abutting property owners on center Otreet from the North Side of Laurel Avenue to the South Side of Hazel Avenue be and the same is hereby repealed, but this ordinance shall not affect the remaining portions of said ordinance. Section 2. That all resolutions and proceedings heretofore enacted or passed with reference to the pa wing of the above named street be and the same ore here- by repealed but this ordinance shall not affect the resolutions or proceed- ings anacted or passed with reference to any Street; not mentioned herein. Section 3` 17hereas, the above mentioned portion of said street is in bad condition and is i* badly in need of paving in order to facilitate the heavy traffic over the same, and whereas it is necessary to institute new proceedings for assessing costs of paving said Street against the abutting property owners thereon, therefore an imperative public necessity exists creating an emer- gency requiring the suspension of the rule requiring ordinances to be :read on Three (3) several days before their passage, said rule is hereby suspended and this Ordinance shall take effect from and after its passage and publica- tion. passed this the 7th Day of December A.
