Whereas, pursuant to the requirements of Sub -Division (h) of
Section 68, of the Charter of the Cityof Beaumont, the Uity Commission
of the Jity of 4eaumont caused to be published for the time and in the
manner required therefor by the city Charter, a notice of a resolution
of said commission, passed heretofore on the 2nd -Day of November A. D.
1926 ordering a`�hearing to be given to the persons, firms, corporations
and estates, their agents or attorneys, owning property abutting on
Orange Street from the South Side of College � treet to the North Side
of Washington Boulevard and to the overs of iiailroads and Street Rail-
roads on said Street; and calling upon all persons interested in said
matter to appear and show cagse, in * conformity with the providions of the
Charter above referred to, why the assessment iksaid Notice should not be
made against said property and against the omens thereof, which hearing
was to be held in the Council Chamber of the City Hall of Beaumont, Texas
at 4 O'Clock P. M. on the 23rd Day of November A. D. 1926; and

That there " is hereby assessed against the several 'owners of
property and against their respective property abutting upon Orange
Streeet, from the South Side of College Street to the North Side of
Washington Boulevard, (except that portion of sgid Street between the
South Line of Irma Avenue and the forth Line of Easy Street, which is
already paved;) as a tax, two-thirds (2/3) of the cost f paving and
gutter and incidental drainage of said Street, ezIclus e of the whole cost
between curb lines of improving said Street at its intersection with
other Streets and Alleys, and all the cost of eaxbin said Orange Street
from the . South Side a'f Qollege jtxeet to the North ide of Washington
Boulevard, (except that portion of said kxeet between the South Line
of Irma Avenue and the North Line of Easy Otreet , whish is already
paved,.) and against the tracks of the Eastern Texas Electric 'Company,
where occupying said Orange Street from the South Side of College Street
to the forth ide of Washington Boulevard and against said Eastern
Texas Eledtric Company, all the cost of paving between and Two (2)
Feet on each side , of the Tracks and rails of said Company.
The lot , lots, parts of lots, blocks or tracts of land on which
said tax is levied and assessed is hereinafter described together with
the .number of . front feet on such lot, lots, parts of lots, blocks or
tracts of .land, the name or names. of the owner or owi hers -thereof and the
proportionate amount of the cost of said paving and gutter, and the cost
of said curbing -to be borne and paid for by such owner or owners as
shown by the statement prepared by the Gity Engineer of the City of
Beaumont, which said amount is hereby levied and assessed 'as a tax upon
such lots, parts of lots, blocks or tracts of land as shown to -wit;

That said amounts so levied and assessed shall become due a -ad
payable upon the completion of the paving upon the portion of said Street
upon which said lot, lots, parts of lots, blocks or tracts of land, front
and abatt, and the amount of the tax her levied and assessed together
with the cost of collecting and interest`at Seven (7%) per cent per
annum from the date same is collectible until paid is hereby declared
a lien against said lot, lots, parts of lots , blocks or, tracts of land,
superior to all other liens, claims, or titles except Pity, County and
State taxes, and constitute a personal charge ar claim ggainst the
owner or owners of said lots, parts of lots, blocks or tracts of land.
Section 3.
All the cost of grading and paging those pxotions of orange
Street from the South Side of Uollege Street to the Notth Side of Wash-
ington Boulevard as are occupied between the -rails of the trao3m of
the Eaitern Texas Electric Comp any emd a space lbPenty dour (24) inches
beyond the outer edge of the rails of said Uompsny located on said
Street shall be borne by the said .astern Texas electric Com- and
such costs of said improvements are hereby assessed against the said
Eastern Texas Electric Company and shall be collected as other assess-
ments levied under this. ordinance, provided such work shall be done in
accordance with the City Ordinances regulating the construction -of
Railroads- in the Streets, of the City of Beaumont and the paving- of such
Streets t,ravexsed by the same.
Section 4.
Uy The fact that the portions of- the above named Street as indicated
-a" in bad condition and jeopardize the safety of the people traveling
thereon exeates an emergency and an imperative public necessity,
necessitating the susp-ension of the rule requiring ordinances to be
read on three (3) several days before their passage, said rule is
therefore hereby suspended and this Ordinance shall take effect and be
in fall force and'effect ffom and after its passage and publication.
Passed this the 23rd Day of November A. D. 1926 b# the Affirmative
vote of all members of the Commission.
