Authorizing and directing the issuance of serial bonds of
the City of Beaumont, _bearing inte'r'est at the rate of- five per cent
(5%) per annum, interest on all bonds payable annually on the first
year and semi-annually on each year thereafter, in the sum of jfi325,00.0 -
to be issued for the purpose of improving, extending and repairing
streets and highways'of.the City of Beaumont, providing for the levy-
ing and collecting of the necessary taxes to pay the interest and create
a sinking fund for the redemption of said bonds, and further authorizing
and directing the issuance of serial bonds of the -City of Beaumont, bear-
ing -interest at the rate of 5% per annum, interest payable annually on
the first year and semi-annually on each year thereafter, in the spun of
$250,000 to be issued for the purpose of improving, extending and re -i
pairing the sewerage system of the Cit: of Beaumont, providing for the
levying and collecting of the necessary taxes to pay the interest an�

authorizing and directing the - issuance of serial bonds of the City_ df
Beaumont, bearing 'interest at the rate of 5% per annuip, interest payable
annually on the first year and serni-annually on each year thereafter, in
the sum of 74,300,000 to be issued for the purpose of building and equipr'-
ing a combined -City Hall and.City Auditorium of the City of Beaumont,
providing for the levying and collecting of the necessary taxes to pay
the interest and create a sinking fund for the redemption of said bonds,
and further authorizing and directing the .issua_nce of serial bonds of
the City of Beaumont, bearing interest at the rate of 5% per annum,
interest payable annually on the first ,year and semi-annually on each
year thereafter, ii, the sum of OlbO0 000 to be issued for the purpose of
building and equ!pKng a combined police station and jail and acquiring
the necessary site therefor, providing for the levying and collecting of
the necessary taxes to pay the interest and create a sinking fund for
the redemption of said bonds, and, further authorizing -and directing the
issuance of serial bonds of the City of Beaumont, bearing interest a t
the rate of 5% per annum, , interest. payable annually on the first year
and serni-annually on each year thereafter, i u-ne sum of US150,000 to be
issued for the purpose of building and equipFing fire stations and ac-
quiring the necessary sites therefor, providing for the levying and col-
lecting of the necessary taxe.s...:t,o pay the interest and create a sinking
fund for the redemption of"said sa.id bonds, and further authorizing and direct-
ing the issuance ' of serial bonds of the City of Beaumont, bearing interest
at the rate of 5% per annurp, , interest payable annually on the first year
and semi-annually on each year thereafter, in the -sum of -8100,000 to be
issued for the purpose of improving, extending, and equiping public parks
and acquiring the necessary sites therefor, providing for the levying and
collecting of the necessary taxes to pay the interest and create a sink-
ing fund for the redemption of said bonds , and further authorizing and
directing the issuance of serial bonds of the City of Beaumont, bearing
interest at the rate of 5% per annum, interest payable annually on the
first year and serni-annually on each ,year thereafter, in the sum of
YS25,000 to be issued for the purpose of repairing, improving, and equip?_
ing the City Ps'arket House, and providing that said ordinance shall take
effect on the date of its passage and lawful publication_, and declaring
an emergency.
V.1HEREAS, on the 14th day of September, A. D. 1926, an ordinance
was duly passed by the affirmative vote of all members of the City Com-
mission of the City of Beaumont, whereby a bond electron was ordered to
be held in said City on tl�e 16th day of October, A. D. 1926, and

16th day of October, A. D. 1926, the voters of theyx�m9.xx
City of Beaumont qualified to vote at said election did authorize the

V For the purpose of repring, improving,
and equi-`ing the City Market House 25,000, O
AND, tIHEREAS, it is deemed expedient and advisable at this
.time to issue bonds in the amount and for the purposes above set forth
Gunder and by virtue of the authority conferred by said election of date
October 16, 1926; and,
WHEREAS, the stre is and highways of the C'ty of Beaumont
are badly in need of improv .9 extending, and repiring, so as to
facilitate the movement of traffic in the City, which is congesting
on present improved streets to such an extent as to be dangerous to
life and limb; and the sewerage system of the City of Beaumont is now
wholly inadequage for the demands placed upon it, causing, congestion
of the sewer mains and resultant stagnation which is injurious to the
health and lives of the people of' the City of Beaumont; and the City
is without a City Hall and City Auditorium, which is badly needed for
the conveniende of the people of the City of Beaumont; and the City is
without adequate police stations and jail, and it is necessary to have an
adequate police station and jail to protect the lives of the people of
the City of Beaumont; and it is necessary to construct additional fire -
stations in order to protect the people of the City of Beaumont from fire
and equipment therein are wholly inadequate
hazards; and the public parks
to provide the -proper recreation, amusement, and training of the children
that frequent such parks, resulting in improper kind of recreation,
amusement and training for such children, each and all of which conditions
create an imperative public necessity requiring this ordinance to take
effect immediately as an emergency measure.
NOW5 THEREFORE,- BE -IT--ORDAINED BY THE CITY COA IISST CT
(1 THE CITY OF BEAUMONT:
Section i
That the City of Beaumont shall issue bonds as hereinafter
described for and on behalf of and upon the credit of the City of
Beaumont to borrow to the extent of One Million, Two Hundred and Fifty_
Thousand Dollars, kxxixd ($1,250,000), to be devoted to and expended

Two Hundred.Fifty Thousand f)ollars ($250,000)
for the purpose of improving, extending, and
repairing the sewerage system of the City of
Beaumont.
Three Hundred Thousand Dollars (`ks 00,000) for
the purpose of building and eqf tp ing a combined
City Hall and City Auditorium.
One Hundred Thousand Dollars (1001,000) for the
purpose of building and equilfing a combined police
station and jail and acquring the necessary site
therefor.
One Hundred Fifty Thousand Dollar (150,000) for
purpose urpose of building and equilfing fire stations
and acquk�ing the necessary sites therefor.
One Hundred Thousand Dollars ($100,000) for the
improvement, extension, and equip tent of public
parks, and acquiring the necessary sites therefor.
Twenty-five Thousand Dollars ($25,000) for the
purpose of reWring, improving, and equipfing the
City Market House.
That said bonds provided -for herein shall be and are issued
under and by virtue of the Constitution and laws of the State of Texas and
the Charter of the City of Beaumont adopted the 30th day of December,
1919, and the power and authority granted by Sections 18 and 71 of said
City Charter, and all other provisions in said Charter pertaining to'the
issuance of b onds, and by Chapter 147 of the.*General Laws of the State
of Texas passed by the 33rd Legislature at its regular session, granting
said powers to cities of more than five thousand inhabitants, and by -
Chapter 9 of the Acts of the Regular Session of the 37th Legislature and
all amendm.ens to said Acts, and all other laws of the State of Texas
pertaining to and authorizing the issuance of said bonds. -
Section 2
That said bonds in said .:sum of One Million Two Hundred Fifty
Thousand Dollars ($1,250,000) shall be divided into seven series and
each series divided into forty (40) installments and said series of said
bonds shall be known and called each respectively as "Street -and Highway
Bonds"-, "Sewerage Bends", "City Hall and Auditorium Bonds", "Police
Department Bonds", "Fire Department Bonds", IPublic Park. Bonds", "Market
House Bonds", and the Mayor of the City of Beaumont is hereby authorized
and directed to have prepared and executed a set of bonds for each of said
purposes as follows:
STREET AND HIGHWAY BONDS-.: Three Hundred and Tiffenty-Five
Thousand Dollars ($3-25000.00) Street and. Highway Bonds,lto be
divided into three .hundred and forty (34.0) b:on&s_s? three hundred.
and ten (310) bonds of the denomination of One Thousand Dollars
(41 000!:00) each'; and thirty (30) bonds of the -denomination of
Five Hundred Dollars- ($500:00) each;t.o be numbered from One (1)

Section 4
It is further ordered that the Mayor be authorized and he
is hereby directed to take and have charge of the above described
bonds pending their investigation by the Attorney General of the
State of Texas, and upon their approval and registration he shall
proceed to sell the same at no less than their face value and accrued
interest, at public or private sale, and the proceeds of such sale
shallbe deposited with the Director of the Department of Finance of
the City of Beaumont, the proceeds of said bonds shall be used for the
purpose of making permanent city improvements, to wit:
For the purpose of improving, extending and
repairing streets and highways of the City. of
Beaumont.

interest on said Street and H-Egh?,;a.y Bonds, as well as the various
installments of principal as the same s hail respectiv-ellr mature,
t'nere is hereby levied for the year -1927, and for each year there-
after, so long as the same.may be necessary to provide the interest
and annual installments of principal of said bonds, on all of the
property in the City of Beaumont sublett to taxation, an- addi tional
tax of rive Cents (".05) on each One Hundred Dollars valuation of

or such other rate of tax as shall be necessary and -the same shall
be so annually assessed, collected and applied, and said tax, or
so much thereof or such other tax as may be necessary is hereby
levied for each year hereafter while said bonds or any number: thereof
are outstanding, and the same shall be a.nnua111 assessed, collected
and applied to the purpose named.
It is further ordained that for the purpose of paying the
i nterest on said Sewerage Bonds, as well as the various installments
of principal as the sante shall respectively mature, there is hereby
levied for the year 1927, and for each year thereafter, so long as

nents of principal of said bonds,, on all of the property in the City
of �-I`ca.umont subject to taxation, an additional tax of Three Cents
or7 each One iundred Dollars valuation of all taaxabie property
within the City of Beaumont, or so much -thereof or such other rate
of tali as shall be necessary and the same shall be so annually as-
sessed, collected and applied, and said tax, or so much _thereof or s
such other tax as may be necessary is hereby levied or eachyear

and the same shall be annually assessed, collected and applied --to

Section 6
The fact that the streets and highways of the City of Beaumont
are badly in need of improvement, extending, and rep&iring, so as to
facilitate the movement of traffic in the City, which is congesting
on present improved streets to such an extent as to be dangerous to
life and limb; and the sewerage system of the City of Beaumont is
nA wholly inadequate for the demands placed upon it, causing oongestion
of the sewer mains and resultant stagnation which is injurious to the
health and lives of the people of the City of Beaumont; and the City
is without a City Nall and -City Auditorium, which is badly needed
for the convenience of the people of the City of Beaumont; and the
City iu-without adequate police station and jail, and it is necessary
to have an adequate police station and jail to protect the lives of the
People of the City of Beaumont; and it is necessary to construct
additional fire stations in order to protec# the people of the City of
Beaumont from fire hahards; and the public parks and equipment therein
are wholly inadequate to provide the proper recreation, amusement,
and training 42Vthe children that frequent such parks, resulting in
improper kind of recreation, amusement and training for such children
each and all of which conditions create an imperative public emergency
requiring the suspension of the rule requiring ordinances to be read
on three separate days before their passage, and said rule is hereby
suspended and this ordinance shall take effect from and after the
date of its passage.
Passed this, the 19th day of October, A. D. 1926, by the
affirmative vote of all members of the City Commission of the City of
Beaumont.
