payable upon the completion of the paving upon the portion of
Streets. upon vh-ich said loaw, lots, JT.°rts of,10-;s., blocks or tracts
of land, front and abutt , and the srnount of the tax hereby levied
and assessed toge.thidx with the cost of collecting and interest at
Seven (7,%o) per cent per annum from the' date same, is collectable un -
..till paid is hereby declared a Lein against said lot, lots, parts of
lots, blocks or tracts of land, superior to all other leins claims
or titles except City, County and State .Faxes, and constitute a per -
somal chaxge or claim against the oWner or, oirmers of said lots, parts

Side of Washington Boulevard as are occupied. between the rails of the
tracks of the Texarkana and k ort Smithy� ily�tay company and asp ace
twenty four (24) inches beyond the outer edge of the rails of said
Company located on said Street shall be bdrne by the said, 'Texarkana
and 412`ort Smith Rail;7ay Company, and all costs of said_ improvemm:ts
a_e hereby assessed against the said "'exarkana and r`ort Smith 4ail-
'Way Uompan.y, and shall be collected as other assessments under this
Ordinance, pr ovi dead such wor.zlr shall be done in accordance with the
City 02dina2ces regulating the constructing of L�ail_Roacls in the Streets
of the City -of Beaumont, and the paving of such Streets traversed by
Same. .
SAOTIOIT4.
The faciV that the portions of the above named streets as in-
di,cated are in bad condition and jeopardize the safety- of t% peo-
ple traveling thereon creates an emergency and an imperative public
necessity, necessitating the suspension of the rule requireing or-
dinances to be read on three (3) several days before the-+± passage,
said rile is therefore, hereby suspended an:d this Ordinance shall
taLe effect and be in full force and effect from and after its pass-
age and. publication.
