aepealing Article 389 of the of Ordinances prepared by
Me Dowell and yavidson and adopted b;; the City Jouncil of the City of
Beaumont on the 7th day of February, 19114, providing that citizens re-
siding within the City Limits of Beaumont otherwise qualified by law
shall not be required to pay a poll tax or procure a poll tax receipt
or exemption for the year 1925, in order to vote in any election and
remitting all poll tax9lieretofore assessed and levied by the City. of
3eaumont, repealing all ordinances or parts of ordinances in conflict
herewith and declaring an emergency.

deemed it advisable and expedient not to levy a poll tax for the year
1925; and
_dHEREAS, no poll tax has been assessed or levied on the
citizens of Beaumont for the year 1925 and it is deemed advisable by
the City Commission of the City of Beaumont to more fully and clear-
ly set forth and define the qualifications of the citizens of the
City of Beaumont to vote in all elections�7ithout the payment of the
City poll tax and without procuring an exemption certificate or poll
tax receipt; and
_, H,TMTAS, the time for holding elections is drawing near and
the usual time for paying poll taxes and procuring exemption receipts
has practically expired, creates an emergency and public necessity
requiring the rule that ordinances shall be read on three several
days before their passage to be suspended.

That article 389 of the 4ewA of Ordinances of the City of
zeaumont, prepared by Lic ;;owell and %avid son and adopted by the City
Council of the City of 3eaumont on the 7th day of February, 1911,
reading as follows:
"Every male citizen of the "'ity o .�eau.mont over
the age of twenty-one years and under sixty years
of age shall be required to pay an annual poll tax
of one dollar to the city of 3eaumont7
be`.and the same is hereby repealed.

Be it further ordained that any citizen of the .;ity of
Beaumont otherwise qualified by law and holding a Otate poll tax
receipt of exemption, shall be entitled to vote in any election
hereafter held within the City of Beaumont without paying a poll
tax to the City of Beaumont and without procuring a poll tax exemp-
tion or receipt and all poll taxes heretofore levied by the City
of Beaumont are hereby rescinded and remitted.

Be it further ordained that all ordinances and harts of
ordinances in conflic ,�ereby repealed.
-.a 1MI'AS, the City Commission of the City of Beaumont has
deemed it advisable not to levy a poll tax upon the citizens of
:Beaumont for the year 1925 and no poll tax has been levied or
assessed for said year and it is deemed advisable further to pro-
vide that the citizens of Beaumont shall not be required to pro-
cure an exemption or poll tax receipt and in order to be qualified
to vote in any election hereafter held within the City of Beaumont,
and
"JIHMMAS , the usual time for procuring exemption receipts
and poll tax receipts has practically expired, creates an emergency
and an ijaperative public necessity requiring the rule that ordinances
shall be read on three several days before their passage to be sus-
pended and said rule is hereby anspended and this ordinance shall
be in full force and effect from and after its passage and lawful
publication.
