HomeMy WebLinkAboutORD 51-EW_ c AN ORDINANCE � f i Entitled an Ordinance amending ;sections 1, 5 and 22 of. an Ordinance entitled "An Ordinance entitled an Ordinance. defining 'hacks and carriages, providing for the licensing of same, requiring bond to be executed by the operators of hacks and carriages and prescribing rules am regulations for the operations thereof, upon and over any street in.the ity of �-eaumont; regulating the: rates to be charged by the operators of such hacks and carriage's; pre- -scribing a- penalty; providing that the invalidity of a part shall not invalidate the- whole of said ordinal-c;e; and declaring are emergency,', passed on July 5; 1921; and defining the term nhackt' omitting paragraph C of said Section 5 and striking out certain words in said Section 22 so that the same shall read as hereinafter provided., and prohibiting vehicles licensed to operate as motor bu ss.es to be licensed as hacks' and declaring an emergency. BE IT' ORDAINED BY THE CITY CO¶ALUSSION OF THE CI'T'Y OF BEAUIIlON`T': Section T. That ;lection 1 of the: Ordinance mentioned in the preamble hereof shall be amended so that th.e same shall Hereafter be and read as follows.- SECTION ollows: SECTION 1. That .vection 5 of the Ordinance mentioned in thereamble hereof shall be amended so 'that the same shall hereafter be and -read as follows: SECTION 5. (a) The Assessor and Collector shall keep a -record in which he shall enter the names of all ovmers of hacks or carriages and the nur_7ber and date of each license, and shall furnish the' owner thereof a number for the vehicle licensed: (b}. it shall be unlawful for- any hack or carriage to be operated upon any street in the City of Beaumont unless such ve- hicle has c onppicuously fixed thereon the license number herein provided for. Section III. I -2- SECT MIN 22. It shall be unlawful for any person or persons in soliciting .for passengers or for -.baggage, fora airy hotel or other place, or -reouest- ing airy person or persons or to became: gassenge-rs, or for the carriage of any baggage in or on any vehicle for hire, far or to any hotel, railroad depot or other place, to use any loud, boisterous or vociferous language, or to speak loudly, boisterously or zroeiferous- ly, or to engage in any haggling or heckling of any person or persons for such purpose, or to seize or lay hold of* any baggage or other thing held or carried by any person or persons so solicited unless called to or requested soy to do by .such person or persons carrying said baggage or other thing, or to do or say any other thing in such way or manner to embarrass or annoy, or calculated to embarras or annoy any such person or- persons; and it shall be.. unla7"'ful for, any person or persons to solicit for passenger.. -s or baggage for any hotel or other place, or 11D solicit or call to or request aa.1y person or persons to becorfie passengers, or for the carriage of any baggage in or on an: ,T vehicle for hire for, or to may hotel, railroad depot or other place, within any passepg'er depot or upon any passenger depot platform, grounds or premises of any railroad company; grit such -person or -persons soliciting passengers or baggage as aforesaid shall appro�.ch no nearer to any such depot or depot platform or grou-n-as or premises thc-n the street curb line nearest or adjacent thereto; and, every such, perso?i so solicit- ing c1 all take his position at said curb line next to the vehicle for which he solicits, and display Yrs "For Hirer sign to the public vie,lt: Section IV. No vehicle licensed to operate as a motor bus shall be licensed to operate as a hack. Section V. The fact that the present ordinances of the City of Beaumont are inadequate to control and regulate the crowded and congested condition of the traffic along the streets in 'the City of Beaumont, and that the constantly increasing number of automobiles and other vehicles along such streets are c, --L sing a d.�ngerous condition and menace to life and property endangering public peace, health and safety of- the citizens of the City of Beaumont, creates an imperative public emergency necessitating the suspension of the rule requiring ordinances to be read on three separate days before final passage; wherefore such rule is hereby suspended and this ordinance shall be in force and effect from and after its passage.
