HomeMy WebLinkAboutRES 19-130RESOLUTION NO. 19-130 WHEREAS, AmeriCommerce, LLC/Ed Sturrock are proposing to redevelop the building located 268 Pearl Street in the City of Beaumont, Texas to house a Technology and Software Development and Digital Marketing company Texas; and, WHEREAS, the plan is projected to include an investment to fully restore this historic building that will provide office space for twenty-one (21) full-time jobs with a payroll in excess of $1.5 million, a substantial investment as outlined in the Neighborhood Empowerment -Zone Policy and would, therefore, be eligible for consideration for an abatement of City taxes for up to a period of three (3) years, building fee waivers, expedited permit review, and lien waivers; and, WHEREAS~ the Neighborhood Empowerment Zones are intended to attract this type of economic development in areas of the City with higher concentrations of low to moderate income families and limited redevelopment by offering incentives such as tax abatement; and, WHEREAS, a demolition lien, dated April 15, 2008, in the amount of $332,142.91, represented by $158,057.00 in principal, $174,035.91 in interest and $50.00 in lien assessment fee exist against property described as 296 Pearl Street, PL - E TRI & 38 N Tevis .149 (.0086 AC in Walkway Esmt)=.158; and, WHEREAS, AmeriCommerce, LLC/Ed Sturrock wish to redevelop 296 Pearl Street, PL -L TRI & 38 N Tevis .149 (.0086 AC in Walkway Esmt)=.158 and the demolition lien serves as an impediment to redevelopment of the property; and, WHEREAS, AmeriCommerce, LLC/Ed Sturrock requests a waiver of the demolition lien for 296 Pearl Street, PL -E TR1 & 38 N Tevis .149 (.0086 AC in Walkway Esmt)=.158; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the statements and findings set out in the preamble to this resolution are hereby, in all things, approved and adopted; and, THAT the City Manager be and he is hereby authorized to execute a Neighborhood Empowerment Zone Tax Abatement Agreement with AmeriCommerce, LLC/Ed Sturrock offering economic incentives to encourage the redevelopment of the building located at 268 Pearl Street in the City of Beaumont within Neighborhood Empowerment Zone #5. The agreement is substantially in the form attached hereto as Exhibit "A" and made a part hereof for all purposes; and, BE IT FURTHER RESOLVED THAT the City Manager be and he is hereby authorized to negotiate the amount of the demolition lien waiver for the property at 296 Pearl Street; however, he will bring the proposed lien waiver amount to the City Council for their consideration and approval. The meeting at which this resolution was approved was in all things conducted in strict compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551. PASSED BY THE CITY COUNCIL of the City of Beaumont this the 25th day of June, 2019.
