Murphy, City Attorney COMMENT I am returning herewith ordinance authorizing Gulf States Utilities Company to place in effect Revised Rate Schedule 5205 which you handed me this morning for approval. I am approving this ordinance as to form. It appears from the letter from Gulf States of March 29th that the rates are being reduced under this revised schedule, and probably the Council will pass the ordinance tomorrow. Garrard Acting City Manager City of Beaumont Beaumont, Texas Dear Mr. Garrard: March 29, 1960 Contract Rate For Miscellaneous Special Street Lighting Installations - Beaumont, Texas Attached is a copy of our proposed revised Rate Schedule 520, Mis- cellaneous Contract.Rate For Municipal Street Lighting Service, Beaumont, Texas: This rate schedule covers the several more or less special kinds of street lights served in Beaumont. The changes in this revised sched- ule are as follows: Section H This section covers certain 20,000 lumen mercury vapor lamps on U. S. No. 90 Freeway and certain other lights on Eleventh Street; the annual rate per light (exclusive of fuel and tax adjustment) for these lights has been reduced from $48 to $40. This rate covers the 20,000 lumen mercury vapor lamps on U. S. No. 90 Freeway between the Neches River and Eleventh Street and the lights on Eleventh Street at the inter- section of Highway 105. We have made a study of this rate and find that under existing operating conditions we are able to make this reduction provided the present quantity of lamps are maintained in service. We propose to make this revision effective March 1, 1960 so that service rendered dur- ing March will be billed at the lower rate. Mr. James T. Garrard -2- March 29, 1960 Section I Section I covers certain kinds of street lights in residential sub- divisions where the Company is reimbursed for the cost of the street lighting facilities involved, but where the Company furnishes energy and relamps. This 'section includes rates for three different kinds of lamps depending on their size and type but only one of them is in use for bill- ing and that one is the rate for 2,500 lumen incandescent lamps. These are the lights on ornamental poles on.the end o.f Thomas Road and although they have been billed at the rate of $15.4o per lamp per year, plus fuel and tax adjustments, actually the lamps have been 7,000 lumen mercury vapor lamps which you desired to have installed and operated during.a test period to determine their acceptability. Since there will be no other rate in use under this Section I except that for the 7,000 lumen mercury vapor lamps, the three lights presently shown under that section have been deleted and the one rate for the 7,000 lumen mercury vapor lamps has been substituted. If the substitution of the attached revised Schedule 520 for the corresponding schedule of the same number now in our agreement for street lighting service is agreeable, kindly sign in the space provided below and return a copy of this letter amendment for our files. Applicability This rate is applicable under the regular terms and conditions of the Com- pany to the City of Beaumont for the ornamental street lighting service specified in the street lighting contract between the City and the Company for the particular locations and types of service shown below. II. Type of Service Lights are to be burned all night, every night, approximately 4,000 hours per year. Service is to ornamental units under the conditions and at the loca- tions as specified in Section III. III. Locations, Conditions of Service, and bates A. Ornamental standards supplied by underground cable; owned, operated and maintained by Company: . 1. Ashley and Evalon, between Ninth and Tenth Streets 100 CP (1,000 Lumens) Lamps @ $34.00 each per year B. Ornamental standards supplied by underground cable; units provided by the Customer but all maintenance and the renewals by Company: 1. Cus- tomer furnishes all maintenance and renewals on standards, lamps, and glassware. Company furnishes energy supply only. Hours of burning are approximately 4,000 hours -per year. 600 CP (6,000 Lumens) Lamps @ $17.00 per lamp per year G. Ornamental street lights in Weiss Park: Ornamental standards supplied by underground cable; owned, operated, and maintained by Customer. Company furnishes energy supply only. Hours of burning are approxi- mately 4,000 hours per year. 600 CP (6,000 Lumens) Lamps @ $17.00 each per year H. Street lights on State or Federal Highway Routes or on City streets at intersections with such highway routes supplied by overhead cir- cuits or underground cables; all street lighting equipment, poles, luminaires, overhead circuits or underground cables provided by Customer; Company furnishes energy at secondary voltage from its overhead system at points of delivery agreed upon by Company and Customer; Company will furnish and maintain suitable control switches at each point of delivery; Company will maintain system to the extent only of replacing burned -out lamps, cleaning outer globes, and making routine patrols and inspections. Any other maintenance, installations, replacements, or removals, shall be done only upon written request and at the expense of the Customer. Hours of burning are approximately 4,000 hours per year. 1. Highway No. U. S. 90 Freeway: 20,000 Lumen Mercury Vapor Lamps @ $40.00 per lamp per year 2. Street lights on metal or concrete poles, in residential subdivisions supplied by overhead or underground circuits; all street lighting facilities (including standards, luminaires, control equipment, over- head or underground supply conductors) and any extension of Company's distribution facilities required solely to supply the street lighting system served hereunder are to be furnished, owned, and installed by Company, or under its direction, but paid for by Customer or by a representative of the area involved provided such representative is acceptable both to Company and to the Customer for this purpose. Where Company is to be reimbursed for cost of installation hereunder by other than Customer, full payment in advance of installation will be required. Company will furnish energy at secondary voltage, replace lamps, replace broken outer globes and make routine patrols and inspec- tions. Any other maintenance, replacements or removals will be done only upon written request and at the expense of the Customer. Hours of burning are approximately 4,000 hours per year. 7,000 Lunen (type H-220) Mercury Vapor Lamps $19.00 per lamp per year IV. Fuel Adjustment The bill for any monthly portion of the annual rate will be in- creased or decreased at the rate of 0.013� per kwhr per 1¢ corresponding variation in the average cost of fuel above 14.50 per million BTU or below 13.50 per million BTU during the preceding month. The resulting adjust- ment per kwhr will be rounded off to the nearest whole multiple of 0.0010. The average cost of fuel will be determined on the basis of units generating electric energy only, excluding the special generating facilities to furnish the requirements of the steam products customers. The energy used during each month for each street light will be estimated as one -twelfth of an annual use of 4,000 hrs. at rated wattage of the type of lamp involved. V. Tax Adjustment The monthly bill will be adjusted for any new or increased taxes on revenue, load and/or energy or which otherwise can be directly allocated to the service hereunder, levied on or after January 12 1958• Effective: March 1, 1960 Supersedes; 520 (11/59)
