ENTITLED AN.ORDINANCE APPROPRIATING $16,960.,000 FROM THE MAJOR STREET IM- PROVEMENT FUND, FUND NO. 720, TO THE VARIOUS STREET IMPROVEMENT PROJECTS STATED HEREIN; AND PROVIDING FOR SEVER- ABILITY. WHEREAS, the Major Street Improvement Fund, Fund No. 720,.has been established to provide funding for major street improvements; and, WHEREAS, revenues from the following sources have been placed in said fund: City of Beaumont General Obligation Bonds Series 1964, Series 1975 and Series 1978; ad valorem taxes levied for street improvements; general revenue sharing; and the general fund; and, WHEREAS, the City Council desires to establish and appropriate various amounts from said Fund to the projects designated herein for the purposes of right-of-way acquisition, street construction and related professional services and administrative expenses; NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF BEAUMONT Section 1. That the following street improvement projects are established and the various amounts stated are appropriated from the Major Street Improvement Fund, Fund No. 720, to said pro- jects: (1) Phelan Boulevard Extension Southeastward extension of Phelan to IH 10 west frontage road in Laurel Avenue vicinity (from general obligation bond funds) $ 650,000 (2) Fourth Street Improvements 950,000 Construction of 45 -foot -wide arterial section from Washington Boulevard to Calder Avenue ($400,000 from general obligation bond funds; $550,000 from interest earned) (3) Spur 380 Extension (Lamar Freeway) 5,900,000 Multi -lane facility from Threadneedle Street along Railroad Avenue corridor northward to IH 10 East in Gulf Street vicinity (from general obligation bond funds) a-�7j?-iia la -6-- 74� 6 � e e 09 F`%1,�2 L (4) Irving Street Underpass $ 4,000,000 Vehicular underpass for Irving under Railroad Avenue and the KCS tracks ($3,264,000 from general obligation bond funds; $736,000 from.interest earned) (5) Main Street Improvements 600,000 Construction of 45 -foot -wide arterial section from Blanchette.Street to Calder Avenue with boulevard section between Gilbert and Bowie Streets (from general obligation bond.funds) (6) Orleans Street Modifications 120,000 Construction of a pedestrian oriented mall with restricted vehicular traffic between Wall and Bowie Streets (from general obligation bond funds) (7) Lamar Freeway (Spur 380) -Main Street Con- 500,000 nector Construction of an arterial feeder street through the Blanchette Street -Franklin Street Corridor ($250,000 from general obligation bond funds; $250,000 from interest earned) (8) Buford and Carroll Street Improvements 1,625,000 Widening and improvement of Buford from Park Street to Carroll and Carroll from Buford to Madison Street, both streets to be widened and improved to 45 -foot -wide arterial standards (from general obligation bond funds) (9) West Virginia Street Extension 200,000 Westward extension of West Virginia as a residential collector.street from Mercan-' tile Street to Fourth Street (from general revenue sharing). (10) Florida -Highland Project 785,000 Widening and improvement of Florida Avenue from University to Highland Avenue and Highland Avenue from Florida to Cardinal Drive, both streets to be developed to 45 - foot -wide arterial standards ($115,000 from general revenue sharing; $670,000 from general fund) (11) Washington Boulevard 1,600,000 First phase construction for a multi -lane thoroughfare from IH 10 to Langham Road including first three of five lanes from IH 10 to Lindbergh Drive and first two of four lanes from Lindbergh to Langham ($394,000 from interest earned; $618,000 from general revenue sharing; $488,000 from tax levy; $85,000 from 1964 bond funds; and $15,000 from miscellaneous revenues) -2- (12) Right -of -Way Reserve $ 30,000. A reserve for expenses of right-of-way acquisition for street projects. (from interest earned) TOTAL $16,960,000 Section 2. That if any section, subsection, sentence, clause or phrase of this ordinance, or the application of same to a particular set of persons or circumstances, should for any reason be held to be invalid, such invalidity shall in no way affect the remaining portions of this ordinance, and to such end the various portions and provisions of this ordinance are declared to be severable.
