Providing a penalty for the violation thereof, and declaring an emergency. BE. -IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BEAU TOUT: That it shall be unlawful for any per son, firm or corporation .to. drive., operate or pr.opell over, upon or, across any. paved or macadam streets of the' City. of Beaumont any tractor, traction engine or. other similar machine, or any machine which -has or uses lugs on its wheels without first obtaining permistion therefor from the City Engineer of the City of Beaumont. '6SECTION II - Any person, firm or corporation, violating the provisions of this Ordinance shall be deemed guilty of a misdemeanor and shall, upon conviction therefor, in the corporation court of the City of Beaumont, be fined in any -sum not to exceed Two Hundred' Dollars. -SECTION III - Whereas the fact that. tractors and similar machines using lugs on "their wheel's frequently drive over paved - streets and .damage the' pav ing, and there is no law at present to -prelent same, creates a public emergency, "necess4tating the suspension of the rule requiring' ordinances to be read at three regular meetings.
