Entitled an Ordinance, levying and assessing as a tax
Upon lots and parts of lots, blocks or tracts of land where not
divided into lots or blocks, fronting or abutting on I,IcFaddin
Avenue from Magnolia to Center Street and on Frederick Street
from Park Street to Pennsylvania Avenue, in the City of Beaumont,
tto-thirds of th,§ cost of paving and all of the cost of curbing
said McFaddin Avenue from Magnolia .Avenue to Center Street, and
Frederick Street from Park Street to Pennsylvania Avenue,
declaring each said tax so levied a lien upon said properties,
and a personal debt against the owner or .owners thereof; providing
a time when said tax should become due and payable; providing
' for the collection of" the said tax, and all cost incurred in
collecting d. p if not thedratet a-k2xkRz% time of interestesaid
payable, nd. providing
tax shall bear from the time it becomes 'due and payable, and
declaring an emergency.

That upon'the property fronting or abutting upon

Park to Pennsylvania Avenue in the City of Beaumont, there is
hereby levied and assessed as a tax, two --thirds of the cost

The lot, lots, parts of lots, blocks or tracts of
land on which said tax' is levied and assessed is here inaf ter
described together with the number of feet front in such lots,
parts of lots, blocks or tracts of land, the name or names of
the owner or owner thereof, and the proportionate amount of
the cost of said paving and the cost of said curbing to be
borne and paid, for by said owner or o=ner s , as sh otrn by the
roll prepared by the City Engineer of the City of Beaumont,
which said amount is hereby levied and assessed as a tax upon
said such lot, lots, parts of, lots, blocks or tracts of
land shown, to -wit:

SECTION II.
That said tax so levied and assessed shall
become due and payable upon the completion of the paving
upon the portion of said streets, upon which said lot,
lots, parts of lots, blocks or tracts of land front or
abutt, and the amount of the tai: hereby levied and assessed
togethex with the cost of collecting same and six (6%) per
cent per, annum from the date sameis collectible until
paid is hereby declared a lien against the said lot, lots,
parts of lots, blocks or, tracts of land, superior to all
other .liens, claims or title except City, County and S tate
taxes, and shall constitute a personal charge or claim
against the owner or. owners of the said lo -'V-, lots,, parts of
lots, blocks or tz-acts of land.

The fact that the foregoing portions of streets are
in bad condition and badly in need of paving in order. td
facilitate the heavy traffic over same, creates an emergency
and an imperative public necessity, necessitating the sus-
pension
of the rule
requiring
ordinances to
be read at three
separate
meetings.
Said rule
is therefore
hereby suspended
and this ordinance shall take effect and be in full force
and effect from and after its passage and_ lawful publication.
