Co., and for a space extending twenty- four inches beyond the outer edge of the rails of each of said companies respectively, shall be borne by each of said companies respectively, and such cost of said improve- ments are hereby assessed ggainst each of said companies for its pro rata share and shall be a fixst and prior lien .paramount to all encumbrances except taxes, upon the road bed, ties, rails, fixtures, rights and franchises of each of said companies and shall be collected. as other assessments levied. under this or dinauce provided such work shall be done in accordance with the City Ordinances regulating the construction of street railways in the Streets of the City of Beaumont and the paving of such streets traversed by same. SECTION W. The f act that the foregoing portions of streets are in bad condition and badly in need of paving in or dear to facilitate the heavy traffic over same creates an emergency and an imperative public necessity, necessitating the sus pension of the rule requiring ordinances to be read at three separate meetings.
