SECTION lll. Any person, firm, corporation,
association, partnership or society who shall after the passage
of this ordinance operate a jitney upon or over any of the
streets of the City of Beaumont without having first obtained from
the City Council a franchise to operate on, through, across and
over said streets, as a franchise is requred to be obtained by
the charter of the City of Beaumont, shall be guilty of a
misdemeanor, and upon conviction thereof shall be fined in any
sum of not more than One Hundred ($100.00) Dollars, and each
and every day shall constitute a separate offense.

To the.Honorable Mayor. and City Council,

Gentlemen: -
I beg to,report that I have examined
the attached petitions sgned.by numerous citizens
requesting "the city -council to submit the repeal
of the jitney ordinance to the vote of the qualified
voters of' the city of Beaumont", which,were referred
to me. ;by your . Honorable Body.
I find that these petitions contain the
names of 130 persons, I have compared these names
with the lists of poll taxpayers for 1914, furnished
me by the City Tax Assessor and Collector, and I find
that'a total of ,ofeth-e gigners.of these petitions.
are, qualified electors of the city.
At the last general election held on
April 7th, 1914,.there were cast for .the candidates
for mayor 468 -Rotes. The charter requires that
petitions of this character shall be signed by qualified
electors of the cit equal i\ number�to twenty per cent

of the total vote cast for all candidates for mayor
at the last' election'.
I. beg to report, therefore, that these
petitions do not contain the requisite number of
signatures of qualified,electors of the.city of Beaumont.
