TheBoard of Dock and Wharf commis -I sioners shall from time to time recommend to thei city council rates to be charged for wharfage, dock age, tolls and cranage of all steamships, vessels and other water craft admitted to the wharfs, piers, - --,docks;. slips; ways;, and_.landings.-ow•ned, _operated and r controlled by W "city or leased by the city to private individuals or corporations and also the rates or charges for the use of , all warehouses, elevators, bunkers, marine ways, dry docks and other structures, derricks, cranes and other appliances owned, con- trolled or operated by the city and constructed or used for the loading and unloading of.cargoes, steam- ships, vessels and other water craft and for the storage thereof and for the use -of appliances for taking on or discharging all passengers by or from such steamship, vessels or other water craft. Sec. 10. All moneys received or ,collected from or arising out of the use or operation of any and all railroads, wharves, piers, docks, slips, moles, ways, dry i docks, quays, landings, elevators, cranes, warehouses,. ferries, steamships, vessels and other water craft, tug boats, and all other appliances or utilities owned, operated or controlled by the city of Beaumont and all rates 'or other charges for rights, privileges or franchises granted for the use of water frontage, tide lands or submerged lands, all rents, for leases of such J lands, wharves, docks or portions thereof, shall be col- leeted under the direction of the said Dock and Wharf Commissioners, and sliall be deposited in the i city treasury to the credit of a fund, to be known as "Harbor Revenue Fund" and the same shall be kept separate and apart from other moneys of the city. r Moneys shall only be drawn from said fund in pur suance. of an appropriation by the Board of Dock and Wharf. Commissioners and upon vouchers signed by the President or Acting President- of. said Board and.its-Secretary. Sec. 11. The moneys collected and -paid in the said_: _..r Harbor Revenue Fund shall not be appropriated or ` used for any purpose or purposes other than the fol-. 1 lowing, to wit: i First. For the acquisition, construction, comple- tion or maintenance of sea walls, embankments, bulk heads, wharves, ferries, docks, slips, quays, moles, landings, warehouses, and other structures, steamships, ferry boats, pilot boats, tug boats and other vessels and other water craft and other appliances and utili- ties pertaining to the water front, and for extra- ordinary improvements or betterments' to the property under the management and control of said Board of Dock and Wharf Commissioners, including also the purchase. of •necesary lands and other property. Third.
