CQUNCIZ OF yTHE CITY --OF" BEAU1,riONT: Section l., That, -the, municipal abattoir ` of -the City of Beaumont shall be operated in.dccordance with'the following-provisions- (a).' provisions:(a)' .All animals intended•. to be slaughtered shall be' inspected .while alive and 'on'foot, by the Ivieat,' Dairy and Food Inspector, in pens' specially, constructed for that purpose;. and - which shall be`.we.11 lighted, "and•"all. animals so -inspected 84all be - . . slaughtered promptly.,there after and: no ahimal.'shall. "be ,slaughtered' that is not "ps.ssed".by--"the Meat , Dairy'and,-Food Inspector: (b) Every animal slaughtered" shall be inspected during the process of"slaughtering by, the, Meat, Dairy and Food Inspector who shall use such. methods .of inspection as may' be approved- or adopted. by` -the City "Council. Lvexy portion, of any animal slaughtered' or intended for food or food.;product's,, shall be inspected by ,the He at .Dairy and Food inspect -or: and tagged, marked ox., stamped',by` the Meat', Dairy, and Food Inspector,,and a .recorcd'of said inspection with the name a,DI '2 rel J� 1, 1yl�l of owner, kind of animal and condition, shall be made by the said Meat, Dairy and Food Inspector, wh..ich record of:. each inspection shall be entered upon the Inspector's daily repoxt.which shall be filed with the City Sacretary and Superintendent or manager of the Iduni cipal . abatto'ir'.. (d) The offal, blood and refuse from slaughter.ed animals or portion thereof, condemned upon dead inspection by the Haat, Dairy and Food Inspector shall' be" Lurnediately placed in the reduction plant, and destroyed under the direction of said Inspector• (e) All trucks, traps and other raceptacles, all chutes platforms,. racks, tables,. e.tc., and all knives, sates, cleavers and other tools, and all utensils, machinery and. articles used in moving, handling, cutting,.chopping or other process shall be thoroughly cleaned before using.. (f) All employees shall be examined by the Health Officer of the City of .Beaumont, and no .person affected .with tuberculosis or any, other .commun.icable desease.-shall be . employed in any of the departments where carcases are dressed, meat is handled; or meat food products are prepared, and all employees shall be examined once a month or as directed by the Yeat, Dairy and Food Inspector, by the tealth Officer, who shall report their condition to the i+Ieat Dairy and Food Inspector and Superintendent or manager of the municipal abattoir. (g) All employees must be cleanly; street clothes, shoes and boots worn by employees must -be changed and other clothes worn while doing their, work, and all such clothes, shoes, boots, aprons, or other_,puter clothing worn by.' employ'ees_'who -handle meat or meat products, shall be, of a material that is readily cleansed and made sanitary' and. dnly clean, garments., shall be worn. Persons who handle meat .or meat 'food products shall be required. to keep their hands, including finger nails clean and pay particular attention to cleanliness of their boots and shoes.'.. The Meat, Dairy and Food'Inspector shall see that the clothing and hands of such ei.2ployees is clean and sanitary and they shall be required to change or clean same at any time he may so request. 15 ;.I9J4 (h) No employee or. ;other person shall be permitted to, expectorate on the floor; but ouspidors of such shape and. -not. readily •upset, . shall. -'be provided.- for employees 'in :each room .and shall be kept - thor.oughly clean ,and sanitary: j. (j) The room in which meat or meat food products -are prepared, stored, packed, or otherwise handled shall be free of odors from toilet rooms, catch basins, 'tank ,room's, etc. , ' and shall .be kept free from flies and other vermin by -screening or other.methods: (k) Butchers who, dress or handle diseased carcases or parts shall cleanse their hands. of all grease and then immerse them in a prescribed.Alsinfectant and rinse them in clear. water before dressing or handling healthy carcases. All butchers' implements. used in dressing diseased'carcases shall be sterilized either in '. boiling water or by immersion 'in a prescribed disinfectant, ' followed by rinsing in. clear water ; ;and facilities for same 'shall be provided. City. of, Beaumont 'or' at an abattoir similar- to ,and .bpena�ed "under like regulations .'as' tha-muAicipal .abattoir of the _City of` Beaumont Section 40 Any,person.; •firm xa,.corporation -or association, or any employee of same ,: offering for sale or exhibiting .with intent - to; sell or selling `Tim or as foo:d,'.with in .'th.e`.limits. o�_-the C" ty of 4.1 Beaumont any animal or portion of same, which�haQ hot -been slaughtered at the municipal abattoir of the City_of .Beaumont or at an abattoir or -slaughter house constructed similar.to an& operated under gegulations like the municipal abattoir of the'City.of Beaumont shall be guilty of a misdemeanor and punished as provided in Section 9 of this ordinance. Section 6. Any person, firm, corporation or association or any employee of same offering for sale, exhibiting for sale, having; in his possession with lntent�Ao sell, or selling for use as food, in the City of.Beaumont, any meat or meat products, except canned or cured goods, without same being inspected and stamped by the Meat, Dairy abd Food Inspector .of the City of Beaumont,. shall be deemed guilty of a misdemeanor and punished as provided in Section 9 of this ordinance: Section 6. :. The following fees' shall be charged by the F. -Teat, Dairy and Food Inspector of the_City o.f,Beaumont for the inspection of all meat or meat,products intended to.be sold for use as food or sold for use as food or exhibited for sale'for use &s food in the City of Beaumont when same are not sl-aughtered and prepared at the municipal abattoir of the City of Beaumont. For fresh meat shdpped from packing houses not operated under the direction of the Meat, Dairy and Food Inspector of she City of Beaumont, ten cents, per hundred pounds' or fraction thereof: For each car of fresh meat or rmeft rrodnicts or. any product used'in the preparation of fresh meat or meat products for sale and containing ani food ingredients whatever, five dollars per car; in less thati car quanity, 2-1/2 cents per hundred weiftht or fraction thereof; the minimum fee to be'twenty-five cents: Other inspection fee or fees for service of the Meat, Dairy and Food Inspector shall be such 'stims and for such amounts as is fixed,by ordinance now'passed or that may hereafter be passed governing those branches of Inspection. A11 fees shall be due as soon as inspection is made and shall be collected by Inspector. Section 7. Such closets, etc., shall be conveniently located, sufficient, in number, ample in size and fitted with modern lavatory accomodatioi-is, including toilet paper,' soap, running hot and cold water, towels and etc., and shal be properly lighted, ventilated and kept in sanitary condition. Convenient and sanitary urinals and wash stands, shall be provided., (V The room in which meat or mear food products are prepard, stored packed, or otherwise handled shall be free from odors from toilet rooms, catch basins, tank rooms, etc., and shall be kept free from flies and other vermin by screening or other methods.
