HomeMy WebLinkAboutORD 75-60ORDINANCE NO... �- (CID ENTITLED AN ORDINANCE AMENDING CHAPTER 2 AND CHAPTER 12 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT TO PROVIDE FOR A DEPARTMENT OF ADMINISTRATIVE SERVICES; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR REPEAL. BE IT ORDAINED BY THE CITY OF BEAUMONT: 1. That Chapter 2 of the Code of Ordinances of the City of Beau- mont, Texas, is hereby amended by adding a new Section 2-16, which said section shall read as follows: 2-16: Department of Administrative Services. There is hereby established the Department of Administrative Services, the head of which shall be the Director of Administrative Ser- vices. The Director of Administrative Ser- vices shall be appointed by the City Manager and be subject to his control and direction. The Director of Administrative Services shall have;c_harge of purchasing and central stores, fleet maintenance, and personnel and safety. The Director of Administrative Services shall perform such other duties as may be delegated to him from time to time by the City Manager. 0 Section 2-2 of the Code of Ordinances of the City of Beaumont is hereby amended.to read as follows: 2-2: Department of Finance and Administration. There is hereby established the Department of Finance and Administration, the head of which shall be the Director of Finance, who shall be the City Manager. The City Manager may appoint a finance officer to perform the duties of the office. The Director of.Finance or his desig- nated finance officer shall have charge of ac- counting, auditing, taxation, and data proces- sing. The -1 -finance -officer shall report to the Director of Finance and shall perform such other duties as may be delegated to him from time to time by the Director of Finance. 3. Section 2-2.4 of the Code of Ordinances of the City of Beau- mont is hereby amended to read as follows: 2-2.4: Division of Purchasing & Central Stores. Within the Department of Administrative Services, there is hereby established a Division of Purchasing and Central Stores, the head of which shall be the Purchasing Agent. The Purchasing Agent shall be responsible for writing specifications for solicitation of bids for purchase contracts; issuing pur- chase orders; ordering and receiving mate- rial, supplies and equipment for invento- ries; distributing inventory_to;the various departments upon request; maintaining ade- quate inventory control; and maintaining ade- quate records to accomplish inventory control. He shall perform such other duties as may be delegated to him from time to time by the Director of Administrative Services.. 4. i Section 2-2.6 of the Code of Ordinances of the City of Beaumont is hereby amended to read as follows: 2-.2.6: Division of Fleet Maintenance. Within the Department of Administrative Ser- vices, there is hereby established a Division of Fleet Maintenance, the head of which 'shall be the Fleet Maintenance Administrator. This division shall be responsible for the mainte- nance and repair of motor -operated City equip- ment, except equipment assigned to the Fire Department or public bus system; for the estab- lishment and operation of a preventive mainte- nance program; for the keeping of books and records relating to the cost of maintenance and repairs; for recommending to the Director of Administrative Services a schedule for -re- placement of City equipment; and for such other duties and functions as may be delegated to him from time to time by the Director of Administrative Services or the City Manager. 5. Section 2-6 of the Code of Ordinances of the City of Beaumont is hereby amended to read as follows: 2-6: Division of Personnel and Safety. Within the Department of Administrative Ser- vices, there is hereby established the Divi- sion of Personnel and Safety, the head of which shall be the Director of Personnel and Safety.. This division shall be responsible for planning, organizing, directing and co- ordinating the personnel and safety activi- ties, including civil defense of the City, and for formulating personnel policies and procedures for the City. This division shall perform such other duties as may be delegated to it from time to time by the Director of Administrative Services or the City Manager. -2- Chapter 12 of the Code Of.Ordinances of the City of Beaumont, Texas, is hereby, amended by amending Section 12-34 to read as follows: 12-34: Classes Adopted. The classes set forth in the 'Manual of Class Specifications' included in the Position -Classification Compensation Plan as amended on January 2, 1974, and on file in the office of the City Clerk as of Octo- ber 7, 1975, are hereby adopted. That if any section, subsection, sentence, clause or phrase of this ordinance or the application of same to a particular set of persons or circumstances should for.any reason be held to be invalid, such invalidity shall in no wise affect the remaining portions of this ordinance, and to such end the provisions of this ordinance are declared to be severable. 7. That all ordinances and parts of ordinances in conflict here- with are hereby repealed.
