ENTITLED AN ORDINANCE PROVIDING A PROCEDURE FOR
PURCHASING OR CONTRACTING FOR SUPPLIES, MATERIALS,
EQUIPMENT, AND SERVICES; AND PROVIDING FOR SEVERA-
BILITY.
BE IT ORDAINED BY THE CITY OF BEAUMONT, TEXAS:

The following procedure shall be used in purchasing or con-
tracting for supplies, materials, equipment, and services when the
funds to be used for said purchase have been budgeted and appropriated
by the City Council, and the cost of such item exceeds $2,000:
1. The City Clerk, upon request of the Purchasing
Agent and approval by the City Manager, shall ad-
vertise for bids in accordance with the Charter of
the City of Beaumont.
2. Bids shall be opened by the City Clerk or his
designated representative at.a public place and
time as set out in the advertisement for bids.
All bids shall be opened in the presence of the
City Manager, the City Attorney, and the City Clerk,
or their designates.
3. All purchases or contracts to purchase materials,
equipment, supplies, or services shall be awarded
by the City Council in open session.
Section 2.
If any section, subsection, sentence, clause or phrase of
this ordinance or the application of same to a particular set of
person or circumstances shall, for any reason be found to be in-
valid, such invalidity shall in no wise affect the remaining por-
tions of this ordinance, and to such end the various portions and
provisions of this ordinance are declared to be severable.
