AN ORDINANCE
Recognizing and designating as Andustrial sites' the ' lands and premises
outside of the present or future corporate limits of:the City of Beaumont :now
owned and used exclusively for industrial and manufacturing .purposes, as well as
such lands and premises as may hereafter belacquired and so owned and used, de
fining the term industry; inviting new industries and manufacturing concerns to''
locate thereon; also inviting industries.now.sz.tuated thereon.to remain and make
additions, expansions, enlargements.arid improvements to•their'plants and industries;
agreeing not to extend the corporate limits of the City of Beaumont for a period of
thirty-five (35) years from the date of the final passage of this ordinance, so.as
to include within the corporate limits -:of Beaumont the territory of such industrial
sites for municipal, purposes, or any of -the industries or their plant or plants
that may, be hereafter or now situated .without. the.-presen-t or.'future'corporate limits
of the Ci ty of Beaumont; inviting new industries and manufacturing concerns to lo-
cate and build plants.and factories;also inviting the industries thereon situated
to maintain and keep their plants on said''sites, and to ma.kQ•additions thereto;
authorizing the Chamber of Commerce of the City of Beaumont and others'to advertise
the .terms of .this ordinance and -'invite and locate industries acid• imanufacturing con-
cerns tithin said industrial sites;•all upon the faith and consideration.of this
ordinance not being repealed• or amended,by the governing' authorities .of the City �of
Beaumont, present or future, for said period of thirty-five years.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BEAWACNT
Ser,�tion 1.
That to encourage the building,and location of industries and -manufactur-
ing plants near anti ' ad jacent to the City of Beaumont, and. in,• recognition. of those
industries and manufacturing plants now so•located without the"corporate limits'of
the City, of Beaumont but adjacent -thereto) '
djacent thereto,. to make'additions, expansions, enlarge-
ments, and improvements to their plants and industries, the City of Beaumont, acting
by and through its governing authorities, and by this ordinance, does,here, now,
designate and recognize as industrial sites the lands and premises outside of the
present or future corporate limits of the City of Beaumont now owned and used ex -
elusively for industrial and manufacturing purposes as well.as such lands and
premises as may hereafter be,acquired and' -so owned and used.,
.Section 2.
Tlie term "industry" shall` be, construed „to mean those concerns employing
much labor. and capital in the'.general' category of a'manufacturing business, as well
as railroad yards and shops, but shall not include merchandising stores of arW
description -and this ordinance • shall.not.•apply. to arvg concern -which establishes or
operates a merchandising establis]imexit"outside the present or. -future limits of the
City of Beaumont in connection with its other business or permits one.to be so
operated.
Section -
The City of Beaumont invites and requests persons; Mf ms, and corporations
to locate, establish and maintain industries and factories on.:said sites, and invites
.and requests those industries and manufacturing concerns now situated on such sites
to remain thereon and to make additions, expansions, enlargements and improvements to
their plants and properties,'all upon the faith and:in consideration of the City of
Beaumont not extending its corporate limits for a• period of -thirty-five years; .so as,
-,-to-include such -industrial sites, industries.and=manufaoturing concerns hereafter
located thereon, -or n6vv thereon located,, -in its corporate limits for municipal Pur.-
poses.

Section 4.
In consideration of the recognition of said industrial sites and the
invitation for new'ifidustries and manufacturing concerns to locate thereon, and
in recognition of the industries and manufacturing plants now located thereon,
the City of Beaumont now ordains and by this ordinance binds itself and its
successors, for a period of thirty-five years from the- date of the final passage
of this ordinance, not to'change its corporate limits so as to include within
the corporate limits of said City for municipal purposes aiV of the territory
included in said Industrial Sites, nor -any of the industries -or manufacturing
plants now located thereon, or that may hereafter be locatedthereon, or any
additions made to saidd�plants now located, or that may be made to plants here-
after located; and as an inducement to retain the location of the plants there-
on now situated, and to secure new and additional industries and manufacturing
plants to locate and establish new industries and factories thereon, and additions
thereto, the City of Beaumont agrees with said industries now thereon situated
and those.that may hereafter locate thereon, that this Ordinance will not be re-
pealed or annulled for a period of thirty-five years from the final passage
thereof, and that during said period -the corporate limits of the City of Beaumont
will not be changed so as to include within the corporate limits for municipal
purposes said Industrial Sites or any industries or manufacturing concerns now
thereon located, or dry new industries or manufacturing concerns that may here-
after locate thereon.
Section 5.
The Chamber of Commerce and the press, -.of the City of Beaumont and all
other organizations and persons in the.City are hereby requested and authorized
to advertise at large on any and every occasion the stipulations and agreements .
of this ordinance and the establishment of said Industrial Sites and to'secure
location'of, industries and manufacturing plants on said sites on the faith and
representations of this ordinance.
