ENTITLED AN ORDINANCE OF THE CITY CF BEAUMONT,
TEXAS, RECEIVING AND ACCEPTING THE W(RK OF IM-
PROVING FOURTH STREET, FROM THE NORTH LINE OF
COLLEGE STREET NORTHWARD TO THE NORTH RIGHT-OF-
WAY LINE OF THE SOUTHERN PACIFIC AMAIN LINE TRACK
SOUTH OF ANGELINA STREET IN THE .CITY OF BEAUMONT,
TEXAS; AUTHORIZING AND DIRECTING THE EXECUTION AND
ISSUANCE OF SPECIAL ASSESSMENT CERTIFICATES TO
TROTTI & THOMSON, INC ORP ORATED , THE CONTRACTOR
PERFORMING SAID WORK; APPROVING THE FORM OF SUCH
SPECIAL ASSESSMENT CERTIFICATES,
BE IT ORDAINED BY THE CITY OF BEAUMONT:
SECTION 1
That the work of improving the following described street
in the City of Beaumont, Texas, to' -wit :
FOURTH STREET, from the
Street Northward to the
of the Southern Pacific
Angelina Street
North line of College -
North right-of-way line
Main line track South of
IT -.
by raising, grading, filling, widening, paving, repaving or re-
pairing same and by'constructing such drainage lines and facili-
ties and other incidentals and appurtenances thereto as deemed
necessary and adequate by the City Engineer, and as provided for
in the Plans and Specifications therefor, said paving consisting of
the construction of a six inch (611) Reinforced Portland Cement
Concrete Slab together with Integral Curb, all of the type and
width as provided for in the Plans and Specifications therefor
prepared by the City Engineer, and heretofore approved and adopted
by said City Council, all of said improvements being as provided
for and described in said Plans and Specifications, and all of
same having been performed and completed in full accordance with'
all of the terms. and provisions of the Contract dated October 28,
1948, between said City of Beaumont, Texas, and Trotti & Thomson,
Incorporated, and said Plans and Specifications therein contained;
and said City Engineer having measured, examined and caused to be
tested the finished improvements by the means and in the manner
provided. by the terms of said Contract and the Plans and Specifi-
cations therein contained, and said City Engineer having found
that such improvements have been constructed and completed in
full compliance with all provisions of said ' Contract and said
Plans and Specifications, and said City Engineer having approved
and accepted said work and improvements and having heretofore
issued his Certificate of Final Acceptance, and so certified to
said City Council and recommending that said City Council accept
and receive. said %urs and the improvements as constructed and
completed by said Trotti & Thomson, Incorporated, and said work
and improvements having been examined and found by the Mayor and
the City Council of said City of Beaumont, Texas, to have been
performed and completed in full compliance with said Contract
and said Plans and Specifications therefor, said work and improve-
ments are hereby found by said City Council to have been performed
and completed by said Trotti & Thomson, Incorporated, in full
compliance with the terms and provisions of said Contract and said
Plans and Specifications therefor, and same are hereby accepted
and received by said City Council of the City of Beaumont, Texas;
said improvements referred to hereinabove are referred to in that
certain Contract dated October 2$, 1948, as'Unit 11.
SE-CTION 2
That the Mayor and City Clerk of the City of Beaumont,
Texas, are hereby authorized and directed to execute and issue
to Trotti & Thomson; Incorporated, Special Assessment , Certifi-
cates evidencing the assessments levied against the 'properties
improved abutting upon the above described street and against
the real and true owners thereof, vhich, by the terms of said
Contract, the City of Beaumont, Texas, has agreed and obligated
itself to issue and deliver to said Trotti & Thomson, Incorporated,
in accordance with the provisions of the Final Assessment Ordi-
nance and other proceedings heretofore had and adopted by said
City Council; said Special Assessment Certificates shall be exe-
cuted in the name of said City by its Mayor and City Clerk, and
impressed with the seal of said City, and dated as of the date
hereto, and such officers are hereby authorized and directed to
execute said Certificates in their official capacities on behalf
of said City, and deliver same to said Trotti & Thomson , Incor-
porated, said Special Assessment Certificates having heretofore
been prepared, a copy of vhich is on file with the City Clerk;
the form and contents thereof are hereby approved and adopted,
PASSED BY THE CITY COUNCIL, this the /oc,,/ day of

City of Beaumont
Beaumont, Texas
Gentlemen:
In accordance with the proceedings heretofore had by your honorable
body pertaining to the improvement of FOURTH STREET from the North line
of College Street to the North right-of-way line of the Southern Pacific
Main bine Track South of Angelina Street, I wish to inform you that the
Contractor, Trotti & Thomson, Inc., has performed and completed all of the
work in improving said street in accordance with the Plans, Specifications,
and the Contract therefor dated October 28, 1918, said work bei more
particularly described as the construction thereupon of a six (6) inch
Reinforced Portland Cement Concrete Pavement Widening with Integral Curb
and Gutter, drainage lines, and other appurtenances to such work.
I have examined the work done as per that certain Contract of
October 28, 1918, and find that the Contractor, Trotti & Thomson, Inc.,
has completed the work in a proper and highly satisfactory manner, and
in full accordance with the Plans, Specifications, and the Contract here-
in referred to.
Therefore, I recommend that the City Council accept and receive
this work.
