HomeMy WebLinkAboutORD 1-Vl/ I AN ORDINANCE ENTITLED AN ORDINANCE AMENDING SECTION 31 OF ARTICLE 6 OF "AN ORDINANCE REGULATING TRAFFIC UPON THE PUBLIC STREETS, ALLEYS AND OTHER THOROUGHFARES IN THE CITY OF BEAUMONT; PENALTIES FOR VIOLATIONS, AND REPEALING ALL ORDINANCES AND SECTIONS OF ORDINANCES IN CONFLICT HEREWITH." KNOWN AS THE TRAFFIC ORDINANCE OF THE CITY OF BEAU111ONT PASSED BY THE CITY COUNCIL ON AUGUST 24, 1948. BE IT ORDAINED BY THE CITY OF BEAUMONT: That Section 31 of Article 6 of the Traffic Ordinance of The City of Beaumont, passed by the City Council on the 24th day of August, A.D. 1948, be and it is hereby amended to read as fol- lows: "INCREASING STATE SPEED LIMIT IN CERTAIN ZONES. - It is hereby determined on the basis of an engi- neering and traffic investigation that the speed permitted by State law upon the following streets is less than is -necessary for safe operation of vehicle,,-, thereon by reason of the designation and sign -posting of said streets as through highways and by reason of widely spaced intersections, and it is hereby declared that the prima facie speed limits shall be as hereinafter set forth on those streets or parts of streets herein designated when signs are erected giving notice thereof, and the speed limit designated for each of said .streets or speed zones is declared to be the maxi- mum, reasonable and prudent speed limit therein. "On the Port Arthur Highway. From the intersection of Elgie Street in a southeasterly direction to the City Limits the prima facie speed limit shall be forty-five (45) miles per hour. "On the Fannett Road. From the intersection of St. James Boulevard in a southwesterly direction to the City Limits the prima facie speed limit shall be forty-five (45) miles per hour. "On College Street. From the traffic circle at the intersection of Eleventh Street Road in a westerly direction to the City Limits the prima facie speed limit shall be forty-five (45) miles per hour. "On Calder Avenue. From its intersection with Lucas Drive in a westerly direction to the City Limits the prima facie speed limit shall be forty-five (45) miles per hour. 1949. "On the Eleventh Street Road. From the inter- section of Ashley Street in a northerly direc- tion to the City Limits the prima facie speed limit shall be forty-five (45) miles per hour." Southwell, Director, Traffic Planning Division Subject: Speed zones within city limits ���lul►'�C�i t(!tA -- -- -- — - -We have had many- complaint -s -about the speed- -- -- --- zones within the city limits along the Eleventh Street and Port Arthur Roads. I have made a survey of the present zones on both of these roads, which is as follows: Eleventh Street - 45 mile zone extends into city limits at a point adjacent to brickyard lake. It is recommended that this zone be moved 6 of a mile to a point at the intersect- ion of Eleventh Street Road and Ashley Street. Port Arthur Road - 45 mile zone extends into city limits at a point where East Virginia inter- sects the Port Arthur Road. - —It is recommended that this -zone be moved. in .9 mile to a point at the intersection of Port Arthur Road and Elgie Street.. In support of this request, it is found that both of these roads are four -lane travel and there are no hazardous intersections or blind approaches that require a 30 mile speed to justify safety.
