the year -1923, as required- by the Charter of the City of Beaumont'�
and it being necessary that expenditures be authorized in accordance
with the annual budget, creates an, immediate public: "emergency
neoessitating the suspension of the rale requiring ordinances to be
read on three separate days before passage; Wherefore said rule As
hereby suspended and it is enacted .thatthis ordinance shell be 'in
full force and effect from and after its passage and signature of,
the Mayor.:
