That it shall hereafter be unlawful for the owner or.keeper of any dog to permit the same to run at large in the,City of Beau- mont unless said dog is. immunized against rabies by.the injection of Anti -Rabies vaccine by a registered, graduate Veterinarian under the direction of the Director of Sanitation, as.Hereinafte-r provided. Any dog not properly tied or under leash during transportation shall be considered running at large. ' Section 2. The owner or keeper of any dog immunized against rabies, as provided in Section 1 of this Ordinance, shall procure a written , certificate of vaccinatfion on forms to be provided by the Director of Sanitation giving an accurate description of the dog, the date of immunization and the name and ac'.cl'ess of the owner of such dog, which cdrtificate shall be signed by the: veterinarian administra- tering the vaccine; at any time after seven days suhsequent to the date of vaccination of any dog upon presentation of the above certi- ficate at the office of the Director of Sanitation, and payment of the fee hereinafter provided for, a metal tag will be issued bear- ing a number corresponding to the number placed on such certificate and with lettering -showing immunization, which tag shall be attached to the collar of the dog for which it was issued and ehall be worn _44? 7r 2 . in a conspicious place on the collar at all times while such dog is running at large. The tag above required shall be designed and issued under the direction of the Director of Sanitation and shall be valid for one year after the date of vaccination of the dog to which issued and shall be non -transferable. Section 3. A fee of �2.50 shall be -said by every person procuring certi- ficate of the immunization with tag:fo-r each dog, as required here- under, this fee shall include the cost of the vaccine and the services of the City Veterinarian when the immunization is performed by him•. Any owner of any dog immunized against Rabies by a Veterinar- ian other than the City Veterinarian is hereby required to obtain from Veterinarian immunizing his animal a written certificate con- taining name of owner, color, breed and weight of dog immunized, together with kind and amount of vaccine used and date of adminis- tration. Upon presentation of these facts, together with a fee of fifty cents, to the Director of Sanitation said Director of Sanitation shall issue owner a certificate,of immunization and cause to be attached to collar of said animal a metal tag as des- cribed in Section 2, R001 -.inn d_ All dogs immunized against rabies, as provided in Section 1 of this Ordinance, and wearing collar with fetal tag attached, as provided in Section 2 of this Ordinance, shall be allowed to run at large after seven days -receiving treatment, and for a period of one year from the date of such treatment. senti_on 5_ Any dog running at large in the City of :Beaumont not properly immunized and provided with collar to which is attached a metal tag, as required in Section 2 hereof, shall be taken up by the police and impounded in a place provided for that purpose. #3 Section 6-. _ 1 The officer or person having charge of any clog impounded hereunder shall cause to be -published one time- in .a newspaper of general -circulation-,on Monday. of e-aeh- week -a list -,-of all, do-gs .taken up,.and impounded during the preceding week, giving description of. each dog by size, color, age and.breed, as nearly as can be ascer- tained, with any other -distinguishing marks -or brands, such -notice -- shall also state the date such dogs 'will be destroyed unless sooner redeemed by -the payment of the fees and costs provided for in this Ordinance. Section 7. Any dog taken up and impounded hereunder shall be held for five days after the publication -of -the notice herein -provided for', and released to the owner or keeper thereof, or his. or their agents. upon payment of a fee of $2.00 and the immunization fee of $2.50 required in Section 3 hereof, together with all costs of impounding and keeping said dog, and the publication of -the -notice herein provided for. Upon payment of the fees and costs above required, the City Veterinarian shall cause such dog to be properly immunized against rabies -by the injection of Anti -Rabies vaccine, .and no dog shall.be released unless properly immunized against rabies.. Section 8. Upon failure of the owner or keeper of any dog impounded here- under to pay .the costs prescribed in Section -7 hereof within five days from the date of publication of the notice required in Section 6, such dog shall immediately be destroyed. Section 9. Any person who shall wilfully or:negligently permit any dog owned or kept by such person to run at large in the City of Beau- mont, except as provided for in this Ordinance, shall be -deemed guilty of a misdemeanor -and upon conviction thereof shall be fined in any sum not exceeding -$100.00. #4. Section 10. All Ordinances and partsofOrdinances in conflict herewith are hereby expressly repealed in so far as they conflict with the _____provisions of this Ordinance. The fact that an epidemic of rabies is imminent in the city- of Beaumont thereby endangering public safety creates an emergency necessitating the suspension of -the rule requiring ordinances to be read on three separate days before final passage; wherefore saidruleis hereby suspended and this ordinance shall take effect from and after its passage.
