ENTITLED an ordinance authorizing and directing the issuance of Serial Bonds of the City of Beaumont, bearing interest at.16'per cent perannum interest payable semi- annually, P ive Hundred 1`h.ousand 1500,000.00) Dollars of said bonds to'be issued for the purpose of improving and extending the municipal wharf and dock facilities and water frontage, etc; three Hundred and Fifty Thousand ($350,000.00) Dollars for improving and extending the municipal water works system etc; Three Hundred and L,,ifty Thousand 0350;000.003 Doliars for iVproving and extending the public streets and highways, etc;,.Two Hundred Thousand ($200,000.00) Dollars for improving and extending the sewer system, etc; beventy-five 1Xhousand ($75,000.00) Dollars for improving and extending the fire department and its facilities, etc;.kive Hundred Thousand 0500,000.00) Dollars for (constructing -and repairing school buildings for the Beaumont 2ublie k-ree iichools; providing for -the levy and collection of the necessary taxes to pay the interest and create a sinking fund for the, redemption of said bonds; and, providing that said ordinance shall take effect on the date of its passage. WEOMEAS, on the 17th- day of id.ovember, A -D., 1920' an ordinance was duly passed by the affirmative vote of all of the members of the City Commission of the City of Beaumont, whereby .a bond election was ordered to be held in said Uity on the 21st day of December, A.D., 1920; and, W=i AS, due notice of said election was given in the manner and for the length of time required. by law; and, WHM.EAS, in said election held in the -city of Beaumont on the said 21st day of December, 1920, the voters of the city of Beaumont qualified to vote at said election did authorize the City Commission of the City of Beaumont to issue bonds of said Uity; payable serially in from one (1) to forty (40) years from date, to bear interest at the rate of sig per cent per annum, interest payable, semiannually, said bonds to be in the following amounts and the money to be derived therefrom to be used for the' following purposes, to wit:- For it:- For the improvement and extension of the municipal wharf and dock facilities, including wharf terminals, docks, ware; hoses,: -elevators, loading and unloading devices, terminal ! railways) and the general -'improvement and- extension of said municipal water frontage facilities, - - - - 85009000.00 -2 - For the improvement and extension of the Beaumont Water Works System and facilities, - - - X350,000.00 For the improvement and extension of Streets and highways, - - - - - - - - - - - ?350,000.00 For the improvement and extension of sewerage system, - - - - - - - - - - - - - S200,000.00 For the improvement and extension of the fire department and equipment, - - - ---- - 75, 000.00 For the constructing and repairing school AV buildings for the Beaumont Public Free Schools 5009000.00 And, WHFREAS, it is deemed expedient and advisable at this time to issue bonds in the amounts and for the purposes above set forth, under and by virtue of the authority conferred by said election of date December, 21st, 1920; And, WH=AS, the immediate preservation of' the public peace, prosperity, health and safety require the 'I immediate issuance of said bonds, thus requiring this ordinance to take effect immediately as an emergency measure. NOW, THERR-UORE, BE IT ORDAINED BY THE CITY COMKIISSION OF THE CITY OF BEAUMONT: Section 1. That the City of Beaumont shall issue bonds, as herein- after described, for an on behalf of and upon the credit of the City of Beaumont, to borrow money to the extent of One Million Nine Hundred and Seventy -Five Thousand, ($�1'; 9'75, 000.00) Dollars, divided into the following amounts,:to be devoted to and expended for the following purposes, to*wit: J Five Hundred Thousand ($500,000.00) Dollars for the improvement and extension of the municipal wharf .and dock C- r- 11 -3. - facilities, including wharf terminals, docks, warehouses, elevators, loading and unloading devices, terminal railways, and the gemnral improvement and extension of said municipal Three Hundred and Fifty Thousand 0350,000.00) Dollars for the improvement and extension of the IBeaumont Nater Works System and facilities, improvement and extension of the sewerage system. Seventy-five Thousand ()75,000.00) Dollars for the improvement and extension of the Fire Department and equipment* Five Hundred Thousand (�500,000.00) Dollars for the construction and repairing of school buildings for the Beaumont Public Free Schoolse That said bonds provided for herein shall be and are issued under and by virtue of the constitution and laws of the State of Texas and the.0harter of the City of Beaumont adopted the 30th day of December, A.D., 1919, and the power and auth- ority granted by section 18 and 71 of said City charter, and all other provisions in said charter pertaining to the issuance of bonds, and by Chapter 147 of the General Laws of the State of Texas passed by the 33rd Legislature: at its regular session granting certain powers to Cities of more than 5000 inhabitants, and by Chapter '9 of the Acts of the regular session of the 37th Legislature., and all other lavas of the.State of Texas, pertaining to and authorizing the issuance of Itmicipal bonds. Section 20 That said bonds, in the said sum of $1,975,000.00, shall be divided into:six (6) series, and each series divided into forty (40) equal installments, and said series, of said bonds shall be known and called, each respectively, as "WHARF AND DOCK BONDS11,11ATER WORKS BONDS", "STREET AND HIGHWAY BONDS", "SEWERAGE BONDS".
