There is hereby established a boxing commission which shall consist. of three persons, resident citizens of the City of. Beaumont, who shell have resided in said City for the period of more than three years, and one of whom shall be licensed physician €nd surgeon, <nd all of whom shall be over the age of .twenty-five years. Section .Immediately after the enactment .of this ordinance or as soon thereafter, as. practicable, and every two years thereafter, the 11ayor shall appoint and the board of: commission- ers confirm such commissioners, and they -shall serve without compensation; their term of office shall be for two years, unless sooner removed as provided by charter provisions and until their successors are appointed and qualified. ,iny vacancy in said commission caused by death, resignation or otherwise shall be filled by the 1,1ayor and confirmed by the City CommissionerA.for the unexpired term of such retiring commissioner. Section 3. The coxing commission shall have and is hereby given authority and, it is hereby made its duty to make and enforce such rules and reguletions-for'the.proper conduct of boxing contests and exhibitions as it shall deem necessary in the. intere'.st of. good order and the general public welfare; an d, no such contests or exhibitions shall ever be. held in 'the City of Bbaumont except by or under the auspices or -a duly chartered club or order; "or duly organized and, recognized .association or under the direct supervision".of the. boxing commission; and it. shall -be : -unlawful"- for- any such club, or -der or." Section„4. _any person or pe.rsons,, ass oc"iatioii of person"s,. clubs, 'order -or -corporation who shall violet'e' any, of the . provisions of this ordinance "shall. be deemed guilty of a misdemeanor and upon conviction thereof shall be fined : in- any sum of 'money from- "one dollar. to .one hundred_ dollars. Nothing herein'shall be construed as permitting prize -fighting or pugilistic:encounters"in violation o -f the.
