Entitled an Ordinance amending an;ordinance:"Entitled an Ordinance regulating the passage, in, along and upon the streets and ways of the City of Beaumont,' and regulating the use of such ' streets anal ways by'persons riding or walking,'and regulating the .transportation] of persons by street .cars and all other. vehi- cles, and providing penalties for the violation thereof; repeal- ing'all laws and ordinances in conflict herewith, and declaring an emergency" passed by the City Commission of the .City of Beaumont, effective on. and after the 4th. day of September, A.D., ' BF IT ORDAINED BY THE CITY COi EVII SS ION 4F THE CITY OF BEAUUIONT SECTION. 1., That�-Section 15 of an ordinance'entitled an ordinance regulating the passage., in, .along and upon the streets, and ways of the City of Beaimont, and regulating the use of such streets- . . and ways by persons riding or walking; and regulating the transportation.. of persons by street cars and all other vehicles, and providing penalties,for the violation thereof, repealing all laws and ordinances in cont liA therewith,. and declaring an emergency, passed by the " City Commission of . the City of' Beavmont i and made effective -'on and after the 4th. day of September, A.D., 1920,,.,be and the same is hereby amended so that Section 15 of said ordinance shall hereafter be and read as follows, to -wit: "Section 15 There is hereby established and there shall i hereafter be maintained "Safety Zones" at the following places on Pearl Street in I,said. City, to -wit: At the intersection of Pearl and Liberty on the far side of the street.,;going north; and directly in front of the Pearl Street side I of the'�Federal Building, and at the intersection of Pearl and - _- Liber_t.y._on-the,_ne4 -side, and --directly- opposite: the Ziber_ty`,Avenue_ side of the Texas Bank & bust Company Building; and at the .inter- section of Pearl,axO Crockett on the near side opposite the Keith Drug Store going sa&uth, and at the same intersection on the near side going north and. Apposite the Ogden Cafe; and at the intern section of Pearl an�'d Bowie on the near side going south -in front of the First National Bank, and at the same intersection on the near side "going north in `Jitm front of The American National Bank; •`' and at the intersec ion of Pearl and Fannin on the near side i i f t 1 � J ' t Tr 2 • going south in front of the Crystal Theatre, and at the same intersection on the near side going north in front of Hicks Book Store, and at the in- tersection of Pearl and Forsythe on the near side of the street going south in front of the White House Dry Goods Company, and on the near side going north at the southwest corner of the Keith Park, on Pearl Street. Said "Safety Zones" shall be marked with either @pr a stone or metal marker or monument bearing the sign -or legend, -plainly written for When a street car at said places 4 - the view of the public, "SAFETY ZONE".'. is at a stand -still receiving and discharging passengers, all vehicles,of every description shall not stop and wait for passengers to enter or alight `from said street car before.passing said street car, but shall proceed while said street car is 'receiving and discharging passengers, to pass the same by passing between said ma.rkbrs'-or monument and.the curb line of the street, slowly and cautiously, so as not to block or stop traffic in the rear,,and at the same time not injure persons entering or alighting ffom said street car; and vehicles,, In p4.ssing said street car receiving and discharging passengers at said safety zones , shall pass as, close to the curb line as safety_ o ersons__�.nd -said. vehicle will permit, so _as_ to -leave as _much - = _ -- -- room between said passing vehicle and street car as is reasonably practi- cal; provided, however, !that when an automobile or other motor vehicle, or any other character of vehicle approaches a street car which has stopped for the purpose of'receiving and discharging passengers, at a place or places wher.e there are no safety zones, as above described and located, all such vehicles shall immediately slow down and come to a full stop and- remain ndremain stationary until the said street car has completed receiving and discharging its passengers; 'and at such places where there are no such safety zones it shall be unlawful for any automobile or another vehicle of any character to,apprd,ach nearer than five (5) feet to a standing street. car which is receiving Dr, discharging passengers; and it shall be unlaw- ful for any.vehicle of any description to stop behind any street car which is estopped and. rece'ving iand discharging passengers, where such safety zone.is being maintained unless, -it is appraent to the driver of such vehicle that to proceed do pass said street car at the moment might injure i some person. or 3. personas btu so' doing,, in which event the .person drivingsaid vehicle shall immediately proceed when the danger of injuring the person or, persons is .removed: J SECTION 2. That the fact! that street .cars 'operated over the double tracks-_alongLP-earl._S,tre.e-t=ins- th-e--city of -Beaumont -are constarhtly- stopping, going,,and coming, at every street intersection along said tracks, throughout the day; -,causing great congestion of traffic, affecting the safety and convenience of the general i public, and there being.no law at present existing in .the City of. Beaumont establi'sh'ing "safety Zones" along said- street railway F tracks, permitting vehicles to pass street cars while stopped receiving and discharging passengers, and at the same time insuring the safety of those entering and alighting from said cars, creates an imperative public emergency, necessitating the suspension of the.. rule. requiring ordinances to be read on three separate days before their passage; wherefore, :said` rule . is hereby suspended. and 'this , ordinance shall be and remain effective, from and after. this, -the % day of June, A. D.1921
