HomeMy WebLinkAboutORD 76-Ci 1i AN ORDINANCE Entitled an Ordinance ordering an election to be held in the City of Beaumont to determine whether or not bonds of said city shall be issued for the purpose of improving and extending the municipal wharf and dock facilities and the water frontage, for improving and extending.the municipal water- works system, for improving and extending public streets and high -ways, for improving and extending the sewer system, for improving and extending- the -fire department and its faci-lities,�' for improving the police department and its facilities, for improving public parks, for the construction of an -auditorium and public library, for the maintenance of the public free schools and the erection and equipment of school buildings; naming the time and place of holding said election and appointing officers thereof, and providing for the manner of holding said election, the giving of notices thereof; and declaring an emer- gency. BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF BEAUdONT : Section 1. That an election shall be held in the City of Beaumont, on the 2'Jday of December, A, D, 1920, at which _election the following propositions shall be submitted: _ Section 2. Shall the City Commission of the City of Beaumont be authorized,to issue,,bonds of said city for the following purposes and in the following amounts: For the improvement and extension of the municipal wharf and dock facilities, including wharf terminals, docks, warehouses, elevators, loading and unloading devices, terminal railways, and the general improvement and ext.,,ension of said municipal water frontage facilities, ------------ $500,000.00 For the improvement and extension of the Beaumont Water Works System and facilities, ----- 350,000.00 For the improvement and extension of streets and high -ways, ------------------------- 350,000.00 For the improvement and extension of the sewerage system, ------------------------------- 200,000.00 . 44: For the construction of an auditorium and public library- ------------------------------- $250,000.00 For the improvement of public parks, 100,000.00 For the improvement and extension of the fire department, and equipment - ----=----------- 75,000.00 For the improvement and extension of the police department, ------------------------------ 25,000.00 For the maintenance of the Beaumont Public Free Schools and the erection and equipment of school buildings, --------------------------- 500,000.00 the said bonds to be payable in iz& forty annual installments o f �, ,,,�.�...�o�-� o c'9' Dollars each, bearing intere,pt at the rate of Six ( 6%) per cent per - - - annum; interest on all bonds payable Aannually, and to levy -a tax sufficient to pay the .interest on all of said bonds and create a sinking fund sufficient to redeem the same at maturity. Section 3. The said election shall be held at the following r 1 places, towit: In the First ward- At the Central Fire Station, In the Second ward- At the City Hall, In the Third ward- At the Jefferson County Court House. Section 4. The following named persons are appointed presiding judges of their respective wards, with the authority to select and appoint their own clerks: In the First ward- 4drew J. The clue s ti on as to whe the r the City Commission shall be authorized to issue said bonds shall be submitted in Nine propositions, and there shall be �printe.d on the ballot used in said election the following:__ " 1.- For the issuance of bonds of the City of Beaumont, in the sum of $500,000.00, for the extension of the municipal wharf and dock facilities, including wharf terminals, docks, warehouses, elevators, loading and unloading devices, terminal railways, and the general improvement and -.extension of said municipal water frontage facilities. Against the issuance of bonds of the City of Beaumont, in the sum of $25,000.00, for the improvement and extension of the police department". 9.- For the issuance of bonds of the City of Beaumont, in the sum of $500,000.00, for the maintenance of the Beaumont Public Free Schools, and the erection and equipment of school buildings. Against the issuance of bonds of the City of Beaumont, in the sum of §500,000.00, for the maintenance of the Beaumont Public Free Schools, and the erection and equipment of school buildings. " - Axid -all voters desiring to support the propositions to issue said bonds shall run a line through or across that section of each proposition printed on the ballot, .beginning with the words "Against the issuance of bonds". All voters desiring to vote against the propositions to issue said bonds shell run a line through or across that section of each proposi- tion printed on the ballot beginning with the words "For the issuance of biands." Section 6. That as, to the first eight propositions submitted on said ballot, all votersin the City of Beaumont -qualified to vote at said election may vote thereon; but as to the ninth proposition submitted on said ballot, towit, the question of the issuance of bonds in the sum of §500,000.00 for school purposes, only those may vote thereon Who ane qualified to vote at said election, who reside in the Uity of Beaumont, outside the territory embraced in the boundaries which lie within the South Park Independent School District, and Common School District No. 5, (commonly known as the French School) as now established, .t , 5. A and no person residing within said territory embraced in said boundaries of said school districts shall vote on said Ninth Proposition at said election, and the inhabitants of said territory_shall not -be called -upon- or required to pay any tax whatever on account of the bonds, if authorized and issued under the said Ninth Proposition submitted, Section 7. That said election shall be held under the provisions of the state law governing elections, and only qualified voters who pay taxes on property in the City of Beaumont shall be allowed to vote at said election. Section 8. That a copy of this ordinance, signed by the 1ayor of the City of Beaumont and attested by -the City Clerk of the City of Beaumont shall serve as proper and sufficient notice of said election; and the Mayor is hereby directed to cause one each of said notices to be posted at each of the places designated for holding said election, at least thirty (30)days prior to the date of holding said election. Section 9. Whereas, the need for the improvements and extensions of the public utilities and conveniences mentioned in this ordinance, and contemplated by said proposed bond issues, and the lack of funds with which to make said improvements and extensions, creates an imperative public emergency necessi- tating the suspension of the rule requiringlordinances to be read on three separate days before their passage, wherefore. the said rule is hereby suspended and this ordinance shall go into force and take effect from and after its passage and signature of the Aayor, and lawful publication.
