Entitled an Ordinance, levying or assessing as a tax
upon lots and parts of.lots, blocks or tracts of land where not
divided into lots or blocks fronting or abutting upon Neches
"Street in the city of Beaumont two-thirds of the cost of pav-
ing and all of the cost of curbing said Neches Street from
Fannin Street to Forsythe Street in the City of Beaumont; de-
claring each said:�-tax so levied a lien upon said property and
a personal debt against the owner or owners thereof; providing
for the collection of said tax and all costs incurred in oolleet-
ing same if not paid at the time it becomes due and payable and
providing the rate of interest said tax shall bear from the time
it becomes due and payable and declaring an emergency.
BE IT ORDAIIED.BY THE CITY COUNCIL OF THE CITY OF BEAUMONT.. TEXAS.
SECTION I.
That upon the property fronting or abutting upon -Neches
Street from Fannin Street to Forsythe Street in the City of Beau-
mont, there is hereby levied and assessed as a tax two-thirds of
the cost of paving and all of the cost of curbing on said Neches
Street from Fannin Street to Forsythe Street.
The lot,, or lots, parts of lots, blocks or tracts of
land on which said tax is levied and assessed is. hereinafter de-
scribed together with the number_ of feet front in such _lots,
parts of lots, blocks or tracts of land, the name or names of
the owner or owners thereof and the proportionate amount of the
cost of said paving and the cost of said curbing to be borne and
paid for by said owner or owners as shown by the roll prepared
by the City Engineer of the City of Beaumont, which said amount
is hereby levied and assessed as a tax upon each of said lot,
lots, parts of lots, blocks or tracts of land shown, to-1vit s

SECTION II:'
That_, said tax -.so . levied � and .assessed shall become due
and payable upon;.the.eompletion of the paving upon-the portion
of said .streets, , upon which said 1-ot, lots, parts of lots,, blocks
or tracts of land front or abutt, and. the amount of the tax here-
by levied and assessed - together -with the � oost :of collecting .same
and six (6 f per; 'cent per annum from thea.date same-, is eolleotibl,e
until paid is hereby declared a. lien against the said lot,: lots,
parts of lots, blocks .or traots,.of land superior to all other
liens, claims ortitle except City, . Count-y and State taxes, and"
shall constitute a personal charge or"claim against: the. owner
or owners `of the -said -lot, loU�,_ 'parta -of, lots`, , blocks or , tracts
of land'.
SECTION III.
The fact--that the fore'going.portions of. streets are. in
bad condition and badly, in need of,, paving in order. to faoilitate -
the heavy traffic over „same, creates an_%emergency, and .an, impera-
'_'tive public necessity, neoessitating the suspension of the rule
requiring ordinances to b-e read "at ..three separate-meetings. Said
rule is therefore hereby suspended and this o-rdinanoe shall take
effect and be 'in full foroe and -effect from and after its passage
and lawful publication. '
