That it shall be unlawful for any person, firm or corporation to deposit or permit to be deposited in the City of Beaumont, Texas, any r ice , eha.ff , burnt vice .or., similar sub- ' stance, unless .said rice. ,chaff, burnt 'rice or 0.1milar substance' so deposited is sodded down or fixed in such manner that it will not be, blown on any otherpremises in .the. City of Beaumont. Sec. 2.
