HomeMy WebLinkAboutORD 18-OAN ORDINANCE ENTITLED AN ORDINANCE CREATING THE CITY OF BEAUMONT MUNICIPAL HOSPITAL BOARD, DEFINING ITS MEMBERSHIP; AND THE TERMS OF OFFICE OF THE MEMBERS, TOGETHER WITH THEIR QUALIFICATIONS, AND DEFINING THE PURPOSES, DUTIES AND FUNCTIONS OF SAID BOARD, AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF BEAUMONT, 'TEXAS: Section 1. That there is hereby created a Board, to be known as the City of Beaumont Municipal Hospital Board, which shall be composed of nine members; each of whom shall be a%resident of the City of Beaumont, Texas. The members 'of said Board shall be appointed by the City -Com -mission of the' City of Beau- mong' as soon as practicable -after the passage of this Ordinance, three members of said Board, including one physican, shall be appointed for a term of one year; three members thereof, in- cluding one physican, shall be appointed for a term of two years; and three members, including one physican, to be appoint- ed for a term of three years, and upon the expiration of the respective terms of said members the successors -of each and a11 - of them shall be appointed thereafter for a term of'three years, and appointments shall be made in such manner to assure that at all times there shall be at -least three physicans on said Board. The members of said Board shall hold office,: -after their appointment until their successors shall be appointed and qual'- ifieda- - -- Should --a.ny- vacancies -occur in -the membership of -the- Board the same shall be filled by the City Commission of the City of Beaumont for the unexpired term. Section 2. That the members of said Board shall serve without pay, and -shall meet for organization im m diately after their _--election. Said Board shall elect a president and secretary. Section 3. That five (5) members of said Board shall constitute a quorum .to transact all business anda.concurrence of a majority of those present shall be sufficient in all matters pertaining to the business of the Board. Section 4. That the said Board shall act in an advisory capa- city and shall consult with and advise with the City Manager, the City Commission and the Director of the Department of Public Welfare in the operation and management of the City of Beaumont Municipal Hospital. Section 5. That the fact that there now exists an urgent need for the establishment and operation of a charity hospital in f F! the City of Beaumont on account of the fact that there is a great number of indigent persons in the City of Beaumont without proper hospital and medical care, and that it is necessary that a Board be created to advise with the City officials in the operation of such hospital, a great public emergency exists necessitating the suspension of the rule requiring that ordinances be read on three several occasions before their final passage, and said rule is hereby suspended and this ordinance shall take effect immediately from and after its passage. PASSED by an affirmative vote of all the -members of the City Commission this, thea 1 day of November, A. D. 1942.
