.That upon the property fronting or abutting upon
Washington street from Pearl : street, to Orleans strest `there is hereby
levied and assessed asa tax, 2/3 of the cost of the paving and all
the cost of the curbing. The Lots, par-t.s of lots', blocks,, or tracts
of land•on which said -tax .is levied and. assessed are. described
together with the number of feet front of 'such lots, parts.:,of.lots,
blocks or tracts of land and the name..of names' ofkthe\9-7- ers thereof
and the proportionate' amount, of the cost .of said paving and the cost
of s'aicd curbing to be .borne and paid for by such owner. or. 'umners ' as
shown by the ' estimate prepared by the, City Enginner of the City

SECTION II.
That all the cost of gracing and paving that., -port Inn of
Washington street from ;Pearl street . to Orleans street ,between the
rails, and tracks of the. Texarkana .and ,Ft.. 'Smith Railway`:Company and
the . space extending 24 inches .beyond the ,outer -ledge of :the' rails of
said Company,: shall be. borne by. the .said .Texarkana, dnd Ft Smith Railway
company and the cost of said improvements as shown by estimate pre--
pared by :the City Enginaer of the City, of Beaumont is hereby levied,
and assessed;as• a special tax against and 'a ,lien on the, .road,,bed,..ties,
rails,:. fixtures, rights 'and franchises 'of. the Texarkana and Ft ;Smith
Railway, Company, .and a personal charge against 'the owner ''-or' ,owners of such
