ENTITLED, AN ORDINANCE EXTENDIidG• THE. CORPORATE LIMITS .
OF THE CITY OF ',BEAUMOPTT for certain definitfi-- purposes, pre-
scribing. said. purposes, . the. territory included .:,in said extension
and the powers to be exercised therein by the City and declaring
an emeegency.

SECTION',I.
The corporate limits of the City of.Beaumont are hereby
extended as,follows:
Beginning at the right'bank-et the Raters edge of the
Neches River where the center line .of Carroll avenue an the
Neches River Pa,nk addition to ' the - City' of Beaumont strikes said
river and extending to the mouth of said river and including
th'e- said Neches river and the land lying. on both sides 'thereof
for 2500 feet from the `thr.ead. of said -Neches river taad_ also
beginning on the west Bank of ,the Neches River at its intersection
with Brakes Bayou and extending northward in an airline to a
-distance '' of 20 miles and including the said Neches River and the
land lying,on both sides thereof for a.distance of 2500.feet
from the thread of said Neches River.
SECTION II.
.The City C"ouncil of the City of Beaumont shall have the
right, power and authority to.secure all land within the territory
so annexed to said City,by thisordinance by;,purchase, condemnation
or gift for' -the improvement of the 'navigation of .saidNeches
River'uither by the'United Stated or by said City or by any
Navigation or other improvement district, and also for the purpose
of establishing and maintaining thereon-Fharves, Docks,
Railroad terminals, side tracks, ware -houses or any facilities
or aids whatsoever to either navigation or whargage .

SECTION III.
No Right or authority is conferred upon said City by'the passage of
this ordinance to tax the property over which such boundaries -are
so, extended by this ordinance.
SECTION IV.
From and after the passage,of this ordinance, said City
shall, have and. exercise ,within the limits ,of th-e territory, above
annexed, the fnll.est and most complete power. of -regiilation. of
navigation and of .wharfage and of wharfage .rates 'and. of all
facilities,' conveniences -and aids to navigation or wharfage
consistent with the Constitution of.the.State of Teitas
SECTION V.
The fact that the early. completion of the Sabine --Neches
Canal and the further fact that it.wi:ll be necessary' -for the
City' of Beaumont, to acquire lands -both above and below the,C,ity
on the Neches River for.. the purpose._ of establishing TWharfs,-_-
Docks,, Railroad. facilities and other .conveniences for, the
handling'of traffic, creates an emer-gency and an imperative public
necessity that t1 -,e 'rule regiiiring ordinances to be read at three
s.epar6te meetings be and. the same .is hereby suspended and this
ordinance shall take effect and' be in full force from''and after
its passage and lawful publication.
