HomeMy WebLinkAboutORD 42-Ad r� AN ORDINANCE Entitled an ordinance to create the office of Inspector of the Public Schools of the City of Beaumont, Texas; providing for him appointment, qualification, tenure of office and compensation; prescribing his duties; provid- ing for an assistant or assistants, their appointment, tenure of office, compensation, and prescribing their duties, and declaring an emergency. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BEAULTONT : -• Section 1 The office of Inspector of the public schools of the City of Beaumont,Texas is hereby created. Such Inspector shall be nominated by the Mayor and Confirmed by the City Council, and hold his office until discharged by the City Council, provided that the majority of the City Council shall vote for his dismissal 'or discharge. The person a-ppointed to fill said office shall be well versed in the duties incumbent upon said office. Section 2. The Inspector of Public Schools -of the City of Beaumont shall receive such compensation Ver year as may be fixed by the City Council; such Inspector hoffever shall receive such salary'per month only for a period of nine months in each edlendar year. Section 3. The Inspector of the Public Schools shall perform such duties as may be imposed upon him from time to time by the City Council among which are the following duties which shall perform. (a) He during each scholastic year, examine every 1 pupil for detective teeth,hearing, vision, nutrition and for nasal providing for hi_ appointment, qualifi.cation, tenure of office and compensation; prescribing his duties; provid- ing for an assistant or assistants, their appointment, tenure of office, -compensation, and prescribing their duties, and declaring an emergency. , BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BEAMTONT:- Section 1 The office of Inspector of the public schools of the City of Beaumont,Texas is hereby created. Section 3. The Inspector of the Public Schools shall perform such duties as may be imposed upon him frora time to time by the City Council among which are the following duties which shall perform. (a) He 94during each scholastic year, examine every pupil for defective teeth,hearing, vision, nutrition and for nasal defects; for the presence of adenoids, enlarged tonsils and trachoma and for defects of the nervous, respiratory, circulatory and digestive systems; and shall upon.appropriate forms, notify the parents of any student or child in whom he finds such defects. (b) He shall visit each school in the city ,daily and receive from the principal of each school a list of pupils suffering from colds, sore throats, fever, rashes, eruptions or any other abnormal conditions attracting the attention of the teacher. (c) If he suspects that any such symption indicates the invasion of any communicable disease, it shall be his duty to exclude such children from ;school, notifying parents of his suspicions andrrecommending that"they be further examined by the family medical adviser. Where positive diagnoses of contagious or infectious diseases are establish— ed, th shall co-operate with the city health officer in maintaining prover periods of quarantine from school and in securing proper and efficient disinfection before re- admission to the school room. (d) In the case of diptheria he shall make cultures from all inflammed throats of pupils occupying the room from which the case developed and shall exclude from school all those showing positive cultures; notifying parents of the results of his examination and recommending treatment by the family physician until negative -cultures are ob.tained when the child shall be re -admitted. He shall, at the discretion of the school board and:ithe superintendent, deliver to teachers and pupils appropriate lectures on personal hygiene and public health matters in general and shall recommend, in writing, to the school board such drills in hygiene ad necessary for the best interest of health, may to him seem the inaugutation of which shall be at the discretion of the School'Board and under the direction of the Superintendent. He shall ascertain the purity of the school water supply and .shall also ascertain that the -86hoal lunches- offered for sale on or near the school grounds are wholesome and clean, reporting any infraction of the law to the health officer with whom he shall co-operate in the enforcment. Twice each year, one week before the opening of.the General Session and between December 25th and Janua.rylst, he shall supervise the general disinfection of all school buildings;:iouch disenfectiP4 to be conducted becording to the sanitary code of Texas. 4t_the detection of a contagious disease in any school room, it shall be his duty to have such room properly disinfected Turing the night following the detection of such disease.. He shall further take advantage of the natural dis- infection afforded by the daily airing of .school rooms and the prevention of dust and shall instruct janitors in the best known methods of such prevention. (i) Onee each month he shall, on appropriate forms prescribed by the Board of Health, furnish to the secretary of . the said board, a.,, report ' of all work done by him for the month ending on the date of the report; a.dualicate of which shall be filed with the Secretary of the School Board for their information regarding the general health of the school children, the general sanitary condition of the schools and the services -performed by theinspector. Sedtion 4. There may be appointed such assistant or assistants to the Inspector of public schools of the City of Beaumont,, as the City Council from time to time may deem necessary,, said assistant or assistants to 'be appointed by the Mayor �r r d 5 upon recommendation by the City Health'Officerland ?onfirmed by the City Council. The qualifications, duties, powers and tenure of office shall be the same as those of the inspector provided that said assistant or assistants shall come under the direction of the Inspector and be controled in the dis- charge of their duties by him,subject to the City Council. Section 5. Vhereas,. the fact that there is no Inspector of Public Schools creates an emergency and imperative public necessity that.the rule requiring ordinances'to be read at three regular meetings be suspended; said rule is therefore suspended and this ordinance shall go into effect and be in full force from and after its passage and lawful publication.
