HomeMy WebLinkAboutORD 69-56ORDINANCE NO.��S ENTITLED AN ORDINANCE AMENDING THE CODE OF ORDI- NANCES OF BEAUMONT, TEXAS, BY REPEALING CHAPTER 28, ARTICLES ONE AND THREE, AND ENACTING IN LIEU THEREOF A NEW.CHAPTER 28, BY.ADOPTING A PLUMBING CODE FOR THE CITY OF BEAUMONT; REGULATING THE INSTALLATION, ALTERATION AND MAINTENANCE OF PIPES, FIXTURES, APPURTENANCES AND APPLIANCES FOR WATER AND SEWERAGE IN THE CITY OF BEAUMONT, TEXAS; CREATING THE OFFICE OF PLUMBING INSPECTOR AND PRESCRIBING HIS QUALIFICATIONS AND DUTIES; PRO- VIDING FOR THE ISSUANCE OF PERMITS AND COLLECTION OF FEES THEREFOR; PROVIDING PENALTIES FOR THE VIOLATIONS THEREOF, AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH. BE IT ORDAINED BY THE CITY OF BEAUMONT, TEXAS: Section 1. That the 1967 Edition of the Southern Standard.Plumbing Code, and all amendments thereto, a copy of which has this day been exhibited to and approved by the City Council of The City of Beaumont, be, and the same is hereby adopted and declared operative as the Plumbing Code,of The City of Beaumont, save and except the following portions that are herein deleted., modified and amended by this code of ordinance: (a) 106-3(a) of said Code dealing with schedule of permit fees; (b) 602.9 of said Code dealing with cement mortar joints; (c) 604.1 of said Code dealing with copper tubing to screw pipe joints; (d) 813.3 of said Code dealing with motor vehicles storage and servicing; (e) 908.3 of said Code dealing with trough urinals; (f) 908.6 of said Code dealing with surrounding materials; (g) 911.1 of said Code dealing with showers; (h) 911.2 of said Code dealing with construction; (i) 1004 of said Code dealing with hangers and anchors; (j) 1215.2 of said Code dealing with the energy shut-off devices; (k) 1309.1 of said Code dealing with.frost protection; (1) 1412.1 of said Code dealing with single bathroom groups; (m) 1413.1 of said Code dealing with one -bathroom group; - (n) 1502.1 of said Code dealing with inside conductors; (o) 1502.4 of said Code dealing with building storm drains; (p) 1501.3 of said Code dealing with traps; (q) 1503 of said Code dealing with traps; (r) Table 505 of said Code dealing with materials for plumbing installations; Section 2. FEES Any person desiring a plumbing permit shall at the time of filing an application therefor pay to the plumbing inspector a fee as required in this section. The fees to be paid for permits shall be as follows: New Fees for Plumbing Permits (A) Permit Fees: Toilets @ $2.00 each Tubs @ $1.50 each Lavatories @ $1.50 each Sinks @ $1.50 each Urinals @ $1.50 each Showers @ $1.50 each Water Heaters @ $2,00 each Water Lines @ $1.50 each 4" Sewer @ $2.00 each 6" Sewer @ $3.00 each 2" Floor Drain @ $1.00 each 3" Floor Drain @ $1.50 each 4" Floor Drain @ $2.00 each Washing Machines @ $1.50 each Wash Room Con. @ $1.50 each Drinking Fountains @ $1.50 each 12" Grease Trap @ $3.00 each Large Sz. Grease Trap @ $4.00 each Slop Sink @ $2.50 each Soda Fountains @ $5.00 each Sinks in Cafe or Restaurant Single @ $2.00 each 2 Compartments @ $3.00 each 3 Compartments @ $4.00 each Dental Chairs @ $5.00 each Wash Racks for Garages @ $5.00 each Dish Washers @ $1.50 each Glass Washers @ $1.50 each Laundry Tray @ $1.50 each Garbage Disposal @ $1.50 each -2- - Fee for re -placement of fixtures and repairs to be the same as new work. The minimum fees for any plumbing permit shall be $3.00.' Section 3. That Section 602.9 of the Southern Standard Plumbing Code pertaining to "cement mortar joint'.' is hereby amended to include the following sentence: "Mortar joints are hereby prohibited on all except storm sewers." Section 4. That Section 604.1 of said Code pertaining to "copper tubing to screwed pipe joints" is hereby amended to include the following sentence: "Where dissimilar metals are joined in the water supply an insulated connection shall be used between the two metals." Section 5. That Section 813.3 of said Code dealing with motor vehicle storage and servicing'is hereby amended to include plate 5 (sand trap and settling basin), as indicated by the diagram on Exhibit "A" attached hereto and made a part hereof. Section 6. That Section 908.3 of said Code is hereby amended to read as follows: "Sec. 908.3 - Trough Urinals Trough Urinals shall be not less than 6 inches deep and shall be furnished with one piece backs and have strainers with outlets at least 12 inches in diameter. The washdown pipe shall be perforated so as to flush with an even curtain of water against the back of the urinal. This pipe shall be securely clamped as high as practicable to the back of the urinal. Section 7. That Section 908.6 of said Code pertaining to surrounding materials is hereby deleted. -3- Section 8. That Section 911.1 of said Code dealing with showers shall be amended so that the second sentence of said section shall read as follows: "The pan shall turn up on all sides at least 4 inches above finished floor level."' Section 9. That Section 911.2 of said Code pertaining to con- struction is hereby amended to add the following sentence: "Where the slab is depressed two inches or more, a shower pan shall not be required." Section 10. That Section 1004 of said Code pertaining to hangers and anchors is hereby amended to read as follows: "Hangers or straps shall be isolated from pipe except where similar metals are used." Section 11. That Section 1215.2 of said Code pertaining to energy shut-off devices is hereby deleted. Section 12. That Section 1309.1 of said Code pertaining to soil and waste pipe is hereby deleted. Section 13. That Section 1412.1 of --said Code pertaining to single - bathroom groups is hereby amended to delete the words "kitchen sink" from said section. Section 14. That Section 1413.1 of said Code pertaining to one bath room groups is hereby amended to delete the words "kitchen sink" from said section. Section 15. That Section 1502.1 of said Code pertaining to conductors is hereby amended to include the following sentence: "No welded joist will be allowed on galvanized pipe." -4- Section 16. That Section 1502.4 of said Code pertaining to building storm drains is hereby amended to read as follows: "The building storm sewers shall be of cast-iron soil pipe.'' Section 17. That Section 1501.3 of said Code pertaining to traps is hereby deleted. Section 18. That Section 1503 pertaining to traps is hereby. deleted. Section 19. That Chapter 5, Table 505 pertaining to materials for plumbing installations is hereby amended -as follows: (a) That the words "bituminized sewer pipe and fittings" are hereby deleted from said table; (b) That the words "wrought iron and steel pipe for DWV" are hereby deleted from said table; (c) That Table 505 of said Code pertaining to plastic pipe for drain waste and vents is hereby amended to delete "plastic pipe beneath slab on grade and 3 feet outside slab". (d) That Table 505 of said Code is hereby amended to include the following: "Polyethylene plastic tubing may be used for outside underground piping, for outside gas lights, grills and domestic incinerators with A.S.T.M. D-1248-60 T and A.G.A. plastic pipe standards DMC -63-14; (e) That Table 505 of said Code is hereby amended to include the following: "All exposed ferrous piping and fittings shall be either wrapped or galvanized." Section 20. Any person who fails to comply with or violates any provision of this ordinance or fails to comply with or violates a detailed statement or plans submitted and approved thereunder, shall be guilty of a misdemeanor and, upon conviction, shall be punished as provided in Section 1-8 of the Code of Ordinances of Beaumont, Texas. Each such person shall be deemed guilty -5- of a separate offense for each day during which any violation of this ordinance continues. Section 21. All ordinances or parts of ordinances in conflict with said plumbing code are hereby repealed and Chapter 28, Articles 1 and 3, known as Beaumont Plumbing Code, passed by the City Council on November 21, 1961, is hereby expressly repealed. Section 22. The City Clerk of The City of Beaumont is hereby authorized, directed and empowered to insert at the appropriate place therein a certificate to the effect that said plumbing code is an official publication of the plumbing laws, ordinances and resolutions passed and adopted by the City Countil of The City of Beaumont, and that said publication in book form of said plumbing ordinance, laws and resolutions affecting the City of Beaumont, by authority and under direction of the City Council of The City of Beaumont, is to be and become effective as the Plumbing Laws and Ordinances of said City. 1969.
