ENTITLED AN ORDINANCE AMENDING CHAPTER 25 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT BY ADDING A NEW SECTION THERETO ENTITLED SEC- TION 25-9; PROVIDING FOR THE CREATION OF A PARKS AND RECREATION COMMITTEE; PROVIDING DUTIES OF THE PARKS AND RECREATION COMMITTEE; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR REPEAL. BE IT ORDAINED BY THE CITY OF BEAUMONT, TEXAS: 1. That Chapter 25 of the Code of Ordinances be amended by adding a new section thereto entitled Section 25-9, which Section 25-9 shall read as follows: "Section 25-9. Parks.and Recreation Committee; Membership; Duties. (a) There is hereby created a Parks and Recreation Committee to be composed of seven members who are resident citizens and qualified voters of the City of Beaumont. The members of the Parks and Recreation Committee shall be appointed by the city council. Of the seven members appointed, four (4) shall be appointed for a term of two (2 ) years, and three (3 ) shall be appointed for a term of one (1) year; thereafter, the term of office of each member of the Parks and Recreation Committee shall be for two (2) years or until a successor is appointed. The city council shall name one of the members of the Parks and Recreation Committee as chairman and one as vice-chairman. Vacancies shall be filled by the council for the unexpired term. Members of the Parks and Recreation Committee shall serve without compensation. All members of the Parks and Recreation Committee shall be subject to removal at the will and pleasure of the council. (b) The duties of the Parks and Recreation Committee shall be advisory in nature to the city council and the city manager. It shall recommend parks and recreation objectives and polices, assist in planning for a continuing program of parks and recreation services and development, assist the parks and recreation director in keeping the city officials and the public informed about the current parks and recreation trends, and recommend to the parks and recreation director changes and improvements which will update the parks and recreation services." 2. That if any section, subsection, sentence, clause or phrase of this ordinance or the application of same to a particular 0-71-6-7 /a -zG - -71 96-- ,.e t.. - t6 'i4 set of persons or circumstances should for any reason be held to be invalid, such invalidity shall in no wise affect the remaining portions of this ordinance, and to such end the various portions and provisions of this ordinance are declared to be severable. 3.
