HomeMy WebLinkAboutORD 70 GGORDINANCE NO. 4 ENTITLED AN ORDINANCE AMENDING CHAPTER 11 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS, BY EXTENDING TIME FOR APPLYING FOR PERMIT IN SECTION 11--28; BY PROVID- ING FOR TIME FOR PAYMENT OF PERMIT FEES IN,SECTION 11- 29; BY CHANGING CERTAIN PERMIT FEES IN SECTION -11-29 (4); BY ADOPTING NATIONAL ELECTRICAL CODE OF 1965 IN SECTION 11-35(b); BY ALLOWING USE OF ELECTRIC METALLIC TUBING IN CERTAIN INSTANCES IN SECTION ll -65(b); BY ENLARGING COVERAGE OF SECTION 11-»65(e); BY .ADDING SUB --- SECTIONS (i) AND (k:) TO SECTION 11--65 SETTING OTHER RE- QUIRED SPECIFICATIONS, BE IT ORDAINED BY THE CITY OF BEAUMONT, TEXAS: 1. That Section 11-28 of the Code of Ordinances of Beaumont, Texas, is hereby amended to provide as follows: 44Section 1128. Permit Required. Every person who shall install, cause to be installed-, or permit to be installed, any electrical wiring, fixtures or equipment, or shall make any alteration, additions, changes or repairs within the scope of this Code, shall within 48 hours after the commencement of such work, make application for permit therefor with the -City Electrical Inspector. There shall be one permit for each building for which rough work for electrical conductors, or electri- cal equipment is installed. Accessory buildings, tourist cottages, or group houses shall not be considered separate buildings when the work is to be installed as one complete project, and at one time; except where separate switches or meter loops are installed thereon.ff 2. Section 1129 of the Code of Ordinances of Beaumont.'Texas, is hereby amended to provide as follows: - "Section 11-•29. Same - Fees, application for inspection, definitions. Payment of permit fees shall be made prior to the issuance of a certificate of approval for final inspec- tion, and shall be basedon the schedule of fees herein set out. (1) Outlet. The term tfoutletft shall mean and be construed as any point on a wiring system at which a switch is installed or electricity is taken from a circuit for light, power, or any other purpose or service. (2) Outlet Addition, outlet extension. The term "outlet addition?' or ffoutlet extensionft shall mean and be construed as any outlet installation made over and above the number as requested in the permit or as shown on the plans for new construction, or outlet installation extend- ing from or added to old existing circuits, respectively. (3) Horsepower grouping. Section 11-32 of the Code of Ordinances of Beaum.ont,Texas, is hereby amended to provide as follows:-- -_ 1TSection 11-32. Same - to whom issued. Permits shall be issued to master electricians quali- fied to secure permits as set forth in this Code, or to their duly authorized agent. Qualified master electri- cians shall certify their duly authorized agent to the Chief Electrical Inspector in the form of an affidavit stating that such master electrician assumes all and full responsibility for any permit taken out or applied for by such agent. This certification shall be kept in the Chief Electrical Inspectorts-file after it has been approved by the City Attorney. -2- E�-..1 cl Nothing in this Code sha11 be construed to prevent a person from doing.:electri.cal work himself on his own residence which is owned and occupied by him as ,such, so long as he complies with all of the other provisions of this Code..;This'exception shall be construed to mean an individual owner (not a firm, co -'partnership., or corporation) who actually does the labor'himself.11 I 4. Section 11-35(b) of the Code of Ordinances .of Beaumont, Texas, is hereby amended to provide as follows: - 71(b) Conformity of electrical installations with the applicable''standards set forth in the National Electrical Code shall be prima facie evidence that such installations are reasonably safe to persons and property; provided that the provisions of this chapter shall prevail over the National Electrical Code in case of conflicting,provisions. The National Electrical Code'of 1965, adopted by the!Nation- al Fire Protection Association, and all amendments thereof, is hereby adopted, and the same is hereby made a part of this chapter as fully and to the extent as if copied herein in full. One copy of such Code has been and now is filed in the office of the City Clerk.'? 5. Section 11--65(b) of the Code of Ordinances of Beaumont, Texas, is hereby amended to.provide as follows: -- 11(b) Electric metallic tubing may be used whenever permitted by the provisions of this ordinance, except that it shall not be installed in concrete or in -direct contact with the earth or be used for service masts." 6. Section 11--65(e) of the Code of Ordinances of Beaumont, Texas, is hereby amended to provide as follows: - 11(e) In all buildings and on all properties within the first fire districts, all commercial buildings, all buildings used for commercial purposes, and all apartment houses containing three (3) or more apartments, the follow- ing wiring methods are excluded from the approved methods as listed in the National Electrical, Code of 1965:- Article 965 - Article 320 -. Open wiring on insulators. Article 32¢ Concealed knob and tube work. Article .328 Bane conductor feeders. Article 336 -- Non-metallic sheathed cable. Article 338 -_ Service -Entrance Cable. Article 339 Underground feeder and branch circuit cable. Article 350*-- Flexible metallic conduit. Article 351*-- Liquid --tight flexible conduit. Article 350 and 351 permitted in accordance with Sec tion 11--65, Sub --section (d) above.11 "3 7. The Code of Ordinances of Beaumont, Texas, is hereby amend- ed by adding Sub-section.(j) and Sub section (k) to Section 11«65, which shall provide as follows: - 11(j) 1111 rigid metallic conduit buried in the ground shall be a minimum of 8 inches below final grade.It tt(k) Where 3 phase motors are connected to service voltages connected delta, there shall be 3 -motor running over-»current..protective devices." 8. The Code of Ordinances of Beaumont, Texas, is hereby amend- ed by adopting a new Section 11-68 to provide as follows: - ''Section 1168. Service Clearances. (a) When conductor sizes are number 6 through number 1 wire, there shall be a minimum of 18 inches clearance from the roof to the point of service attachment and there shall be a minimum of 12 inches from the point of service attachment to the weatherhead, as illustrated in Plata A below. ( NO ' S -GALE : ) (b) When conductor sizes are number 1/0.through. number 4/0, there shall be a minimum of 18:inches clearance from the roof to the point of service attachment and there shall be a minimum of 18 inches clearance from the point of service attachment to.the• -4-- N. ( NO SCALE : ) (c) When conductor sizes are 25.0 MCM through 500 The minimum service clearance requirements set out in Sub- sections (a), (b) and (c) and illustrated in Plates A, B and C above5 shall apply both to ttthrough the rooftt services and to services mounted on the side of'a.building., and shall apply to residential, commercial and industrial installations. The weatherheads gas illustrated in Plates A, B and C are a minimum height from the roof, and there shall'be a minimum of 18 inches of conductor provided at the weatherhead for connecting to service drop. (d) Service drops over a roof shall not exceed the distances set out in Plate D below, except when the point of service attachment is 8 feet or more above the roof with a minimum of 22 inch conduit. Minimum conduit size through the roof shall be 12•i.nch rigid steel conduit.
