ORDINANCE NO.
ENTITLED AN ORDINANCE DESIGNATING A PART OF
THE AREA LOCATED IN THE EXTRATERRITORIAL
JURISDICTION OF THE CITY OF BEAUMONT AS AN
INDUSTRIAL DISTRICT AS AUTHORIZED BY THE
MUNICIPAL ANNEXATION ACT; PROVIDING THE
PURPOSE OF SUCH DISTRICT; AND PROVIDING THAT
SUCH DISTRICT SHALL BE KNOWN AS THE 11CITY
OF BEAUMONT INDUSTRIAL DISTRICT".
Whereas, the "Municipal Annexat-ion Act", Article 970a,
Vernons Texas Civil Statutes, authorizes a city to designate
any part of the area located in its extraterritorial juris-
diction as an industrial district and to contract with the
owners of land in such district guaranteeing the extraterritoral
status of such district; and,
Whereas, the City Council of The City of Beaumont
deems it to be in the best interest of The City of Beaumont
to designate the hereinafter described area an industrial
district;
NOW; THEREFORE, BE IT ORDAINED BY THE CITY OF BEAUMONT
TEXAS:
1.
That the. area described in Exhibit "A".. attached
hereto and made a part hereof, located within the extra-
territorial jurisdiction of The City of Beaumont is hereby
designated and established as an industrial district of The
City of Beaumont.
2.
It is hereby declared to be the purpose of The City
of Beaumont to treat with such area from time to time as the
City Council of The City of Beaumont may deem to be in the
best interest of The City of Beaumont and to contract with the
owners of land in such industrial district guaranteeing the
continuation of the extraterritorial status of such district
for a period of time not to exceed seven (7) years.
3.
The industrial district created and established
by this ordinance, and described herein, shall be known as
the "City of Beaumont Industrial District1°.

TRACT NO. I
BEGINNING on the left ascending bank of the water's edge of the Neches River
at a point which is one" of the city limit .corners of The City of Beaumont,
Jefferson County, Texas, also being a northwest corner of the Mobil Oil Corp-
oration's property and a northeast corner of the Port of Beaumont property.
Said corner being in the D. Brown League - Abstract 5, Jefferson County, Texas.
THENCE South with the city limit line of Beaumont along a west line of the
Mobil Oil property; the east line of the Port of Beaumont property and the east
side of the Texarkana and Fort Smith Railroad Company right of way to a point
of curve, continuing southward to and across the Texarkana and Fort Smith Rail-
way Company spur track to the Beaumont Sawmill Company to a point in its south-
erly boundary line.
THENCE in a westerly direction along the city limit line and a north line of
Mobil Oil property with the southern boundary line of said Texarkana and Fort
Smith Railway Company track to the eastern right of way line of the Texarkana
and Fort Smith Railway Company right of way known as the Kansas City Southern
Railway Company right of way from Beaumont to Port Arthur.
THENCE in a southeasterly direction along the city limit line and a west line
of the Mobil Oil property along the east right of way line of the Texarkana
and Fort Smith Railway Company to the north line of the Olin Mathieson Chemical
Corporation property and a south line of the Mobil Oil property.
THENCE Easterly along a south line of Mobil Oil property and the north line
of the Mathieson Chemical Corporation to the east right of way line of the
Southern Pacific Company (T.& N.O. R.R.).
THENCE in a southerly direction with the east line of the T. & N.O. R.R. right
of way to a point where the east line of the T. & N.O. R.R. right of way inter-
sects the easterly right of way line of the K.C.S. R.R. right of way.
THENCE Southeasterly with the east right of way line of the K.C.S. R.R. to a
south line of Mobil Oil property.
THENCE Easterly with the south line of Mobil Oil property to the west line of
the Jef and James Chaison - Abstract.435, and the east line of the J. W. Bul-
lock - Abstract 7.
THENCE Northwesterly with the. east I.ine of the J..W. Bullock - Abstract 7, and
the west line of the Jef and James Chaison - Abstract 435, and the west line
of the Beaty Seale and Forwood - Abstract 392, to the south line of the D.
Brown - Abstract 5.
THENCE East with the south line of the D. Brown - Abstract 5, and the north
line of Gulf States Utilities Company's 150 foot power line right of way to
the west line of the Gulf States Utilities Company's power line right of way.
THENCE North with a east line of Mobil Oil property and the west line of the
Gulf States Utilities Company's power line right of way to the south line of
the Foster Grant tract.

THENCE West with a north line of Mobil Oil property and a south line of the
Foster Grant property to the west line of the Foster Grant property.
THENCE North with a east.line of Mobil Oil property and the west line of the

Foster Grant property to the west line of the Gulf States Utilities Company's
power line right of way.
THENCE North with a east line of Mobil Oil property and the west line of Gulf

THENCE West with a north line of Mobil Oil property and the south line of the

THENCE South with a west line of Mobil Oil property and the east line of Lot D,
Block 2, of Cartwright and Roberts Subdivision B to the south line of Lot D,
Block 2, Cartwright and Roberts Subdivision B.
THENCE West with a north line of Mobil Oil property and the south line of Lots
D, C and B, Block 2, Cartwright and Roberts Subdivision B to the west line of
Lot B, Block 2, Cartwright and Roberts Subdivision B.
THENCE North with a east line of Mobil Oil property and the west line of Lot B,
Block 2, Cartwright and Roberts Subdivision B to the south line of C. J. Barri-
Ileaux tract and the north line of the Gulf States Utilities Company's 150 foot
power line right of way.
THENCE Westerly with a north line of Mobil Oil property and the north line of
the Gulf States Utilities Company's power line right of way and the south line
of the C. J. Barrilleaux and Jefferson Shell Company tracts to the east line
of Lot 4, Block I, of the Cartwright and Roberts Subdivision B.
THENCE North with the east line of Lot 4, Block I, of the Cartwright and Rob-
erts Subdivision B extended, to the north bank of the south leg of "Old River",
in the south line of the S. L. Smith Survey - Abstract 575.
THENCE with the north bank of the south leg of "Old River" and the south bound-
ary of the S. L. Smith Survey: -,".Abstract 575, Easterly and Northerly, crossing
the "cut off ship channel", and continuing along the north bank of the south
leg of "Old River" and the south and east boundary of the S. L. Smith - Abstract
575, Northerly and Easterly to its intersection with the left ascending bank of
the Neches River (Snaggy Bend).
THENCE Northerly and Westerly along the meanders of the left ascending bank of
the Neches River (Snaggy Bend) and the east and north boundary of the S. L.
Smith Survey - Abstract 575, crossing the north end of the "cut off ship chan-
nel" and continuing westerly with the left ascending bank of the Neches River
to the point of beginning..

BEGINNING at the northeast corner of Lot G, Block 3, Cartwright and Roberts
Subdivision B, D. Brown League - Abstract 5, which is the most northerly west
corner of the property herein described;
THENCE East along the north line of Blocks 4 and 5, Cartwright and Roberts
Subdivision B, to its intersection with the left ascending bank of the "cut
off ship channel".
THENCE Southeasterly with the left ascending bank of the "cut off ship chan-
nel" cutting through Blocks 6, 7 and 8, Cartwright and Roberts Subdivision B,
to the point of intersection of the left ascending bank of the Neches River,
continuing southerly along the left ascending bank of the Neches River to the
south line of the D. Brown League - Abstract 5, and the north line of the
Beaty Seale and Forwood - Abstract 392.
THENCE West with the south line of the D. Brown League - Abstract 5, and the
north line of the Beaty Seale and Forwood - Abstract 392, to the southerly
extension of the east line of Houston Chemical Corporation.
THENCE North along Mobil Oil Corporation property's west line and Houston
Chemical Corporation's east line extended and Houston Chemical Corporation's
east line to the northeast corner of Houston Chemical Corporation's property.
THENCE Westerly with a south line of Mobil Oil and the north Line of Houston
Chemical Corporation to the east line .of Gulf States Utilities Company's power
line tract and the northwest corner of Houston Chemical Corporation.
THENCE North with a west line of Mobil Oil and the east line of Gulf States
Utilities Company's power line tract to the point of beginning.
