AN ORDaANCE AN ORDINANCE PROVIDING FOR THE REGULATION AND OPERATION OF AMUBLANCES; DEFINING TERMS; PRO- VIDING FOR THE INSPECTION OF AISULANCFS; RE- QUIRING DRIVERS OF AMBULANCES TO SUB10IT TO PHYSICAL EXAMINATIONS AND OBTAIN PERMITS; RF& QUIRING AWBLANCES TO BE EQUIPPED WITH PERSONS VERSED IN THE KNOWIMGE OF FIRST-AID TREATMENT; REGULATING THE SPEED OF AMBULANCES; REQUIRING AMBULANCES TO BE EQUIPPED WITH SIRENS TO BE USED C014TINUOUSLY VHILE ON EMERGENCY CALLS; PROVIDING A SAVING CLAUSE; PROVIDING FOR CAN- CELLATION OF DRIVERS` PERMITS BY CHIEF OF POLICE; PROVIDING FOR THE REPVZ OF ALL ORDI- NANCES IN CONFLICT HERZTVITH; AND PROVIDING A PENALTY FOR THE VIOLATION HEREOF - NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF BE&UNONTs TEXAS SECTION le The following definitions are hereby adopted and declared for the construction of this ordinance: (a) The word "ambulance" shall mean any vehicle equipped for transporting the wounded, injured, sick or dead, and shall include emergency ambulances, invalid coaches and funeral coaches. (b) The word "person" shall include both singular an&plural and shall mean and embrace any person, firm or corporation, their agents, servants and employees. SECTION 2o The Chief of Police shall from time to time cause to be made an inspection of all ambulances in the City of Beaumont, and if an ambulance shall be found unfit or unsafe for operation, notice shall be given to the owner and operator of said ambulance, and such ambulance shall not be oper- ated thereafter until the same has been put in a safe and fit condition® SECTION 3 - No person shall drive or operate an ambulance in the City of Beaumont unless he has been issued a permit to do so by the Chief of Police, which shall be granted only after submitting himself to a physical examina- tion which shall show that he is physically able to perform such work, and in his application he shall state his name, street address, age, period of experience in operating ambulances, that he is not addicted to any habits that would impair his physical ability to operate such car,- whether or not he has ever been convicted of any offense against the laws of the city, state or F r 1Q- 4 1 q aff". nations and, if sop the nature of such convictionsp his place of residence for the three years immediately preceding the date of such applications the length of his residence in said city immediately prior to the making thereof, and such other information as the Chief of Police may require. This permit shall be in force and effect for one year from the date of its issuance unless otherwise cancelled or revoked by the Chief of Police* SECTION 4. Each ambulance while making an emergency call in the City of Beau- mont shall be equipped by the person operating said ambulance with a person well versed in a knowledge of first-aid treatment. SECTION 5. Hereafter it shall be unlawful for any person to drive or operate an ambulance while on an emergency call or otherwise upon the public streets within the city limits of the City of Beaumont at a rate of speed in excess of Thirty (30) miles per hour on the following streets: 1. Blanchette Street., from the point where it intersects Neches Streets thence in a Northeasterly direction along said street to the end thereof. 2. Franklin Streets from the point where it intersects Neches Streets thence in a Northeasterly direction along said street to the end thereof. 3: Mi.lam Streets from the point where it intersects Neches Streets thence in a Northeasterly direction along said street to the end thersofa 4. Gilbert Streets from the point where it intersects Neches Streets thence in a Northeasterly direction along said street to the end thereof. 5. College Streets from the point where it intersects Neches Streets thence in a Northeasterly direction along said street to the end thereof. 6. Wall Streets from the point where it intersects Neches Streets thence in a Northeasterly direction along said street to the end thereof. 7. Forsythe Streets from the point where it intersects Neches Streets thence in a Northeasterly direction along said street to the end thereof. 8o Fannin Streets from the point where it intersects Neches Streets thence in a Northeasterly direction along said street to the end thereof. 9. Bowie Streets from the point where it intersects Neches Streets thence in a Northeasterly direction along said street to the end thereof. • 2-�'- 10. Crockett Street, from the point where it intersects Neches Street, thence in a Northeasterly direction along said street to the end thereof: 11. Neches Street, from the point where it intersects Blanchette Street in a Northwesterly direction along said street to the end thereof on the South side of the Texas & New Orleans Railway righ6of-way. 12. Park Street, beginning at the intersection of said street with Blanchette Street and thence in a North- westerly direction along said Park Street to the point on the right-of-way of the Texas & New Orleans Railway where said Park Street runs into Wllow.Street. 13. Beginning at the point on Pearl Street where said street intersects with Blanchette Street; thence in a Northwesterly direction along said Pearl Street to the point where it intersects Hazel Avenueo 14. Beginning at the point on Orleans Street where said street intersects Blanchette Street; thence in a Northwesterly direction along said street to the point where Orleans Street runs into Broadway Avenueo 15. Beginning at the point on fain Street where the same is intersected by Blanchette Street; thence in a Northwesterly direction along Main Street to the point where said street intersects Hazel Avenue. 16. From the point on Broadway Avenue where said Avenue intersects Willow Street; thence in an Easterly di- redtion along said Avenue to the end thereof, or to the point where said Avenue runs into Main Street and Calder Avenue. 170 Beginning at the point on Willow Street where said street is intersected by Hazel '►venue; thence in a Southerly direction along Willow Street to the end thereof on the right-of-way of the Texas & New Or- leans Railway Company. 18. Beginning at the point on Cypress Street where said street runs into Main Street; thence in a Northerly direction along said Cypress Street to the and of said streeto 19. Beginning at the point on Travis Street where said street runs into Bixin Streetj thence in a Northerly direction along said Travis Street to the end there- of. 20. Beginning at the point on Pine Street where said street runs into Main Street; thence in a North- westerly direction along said Pine Street to the point where said street is intersected by Hazel &venue. 21. Beginning at the point on Hazel Avenue where said Avenue is intersected by Dillow Street; thence in an Easterly direction to the point where said Ave- nue ends by running into Pine Street. 22. Beginning at the point on North Street where said street is intersected by Willow Street; thence in an Easterly direction to the point where said street ends by running into Pine Street. �3- 23 Beginning at the point on Calder Avenue where said Ave- nue is intersected by Willow Street; thence in an . Easterly direction along said street to where it ends by running into Pearl Street. 24. Beginning at the point on Liberty Avenue where said Avenue runs into Main Street; thence in a Westerly direction along said Liberty Avenue to the point where said Avenue -is intersected by Willow Street. 25. Beginning at the point on Walnut Street where it runs into Min Street; thence in a Northerly direction to the and of Walnut Street where said street runs into I,gazine Street. 26. All of iVagazine Street from beginning to end. SECTION 6. It shall hereafter be unlawful for any person to drive or operate an ambulance while on an emergency call or otherwise upon: along, or over any public street within the city limits of the.City of Beaumont not specifically enumerated in the above and foregoing Section 5 of this Ordinance at a rate of speed in excess of Forty (40) miles per hour. SECTION 7. Every ambulance while on an emergency call shall be equipped with a siren approved by the Chief of Police of the City of Beaumont and shall continuously sound said siren while making an emergency call: SECTION 8. A conviction in the Corporation Court of the City of Beaumont for a violation of this Ordinance by any driver who has -received a permit from the Chief of Police to operate an ambulances or two (2) consecutive don- victions involving offenses arising from the operation of a motor vehicle shall be cause for the Chief of Police to cancel said driver's permit. SECTION 9. Should any sections articles provision or part of this Ordinance be declared to be unconstitutional and void by a court of competent jurisdic- tions.such decision shall in no way affect the validity of any of the remain- ing parts of this Ordinances unless the part held unconstitutional or void is inseparable from and indispensable to the operation of the remaining parts. SECTION 10. This Ordinance shall be and is hereby declared to be cumulative of all other Ordinances of the City of Beaumont affecting traffic on its streets and shall not operate to repeal or -affect any such ordinance or -4- ordinances except in so far as the provisions of such ordinance or ordinances are inconsistent or in conflict with the provisions of this ordinance, in which instance or instances those provisions shall be and they are hereby repealed. SECTION 11. Any person violating any of the provisions of this ordinance shalls upon conviction thereof, be fined in any sum not to exceed One Hundred Dollars ($100.00), and each violation thereof shall be and is hereby declared to be a distinct and separate offense and punishable as such. /� PASSED this the day of (��-�,c�� Js A.D. 1938.
