HomeMy WebLinkAboutORD 41-JAN ORDINANCE APPORTIONING A TAX OF NINETY THREE CENTS ($.93) ON EACH $100.00 VALUATION OF ALL TAXABLE PROPERTY WITHIN THE LIMITS OF THE CITY OF BEAUMONT, TEXAS, AND A TAX OF FORTY CENTS (0.40) ON EACH 0100.00 VALUATION OF ALL TAXABLE PROPERTY IRlITHIN THE OLD CITY LIMITS OF THE CITY OF BEAUMONT, TEXAS, AS SUCH LIMITS EXISTED AT THE TIME OF THE ADOPTION OF THE PRESENT CITY CHARTER AND THAT PORTION TAKEN IN IN 1923 FOR SCHOOL PURPOSES ONLY, LEVIED AND ORDERED COLLECTED BY AN ORDINANCE PASSED BY THE CITY COMMISSION OF THE CITY OF BEAU`MONT ON THE 25th DAY OF OCTOBER, A. D. 1932, FOR THE PURPOSE OF PAYING THE INTEREST AND CREATING A SINKING FUND FOR THE BOND ACCOUNTS THEREIN MENTIONED; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF BEAUMONT Section 1. That the tax of Ninety-three Cents (0.93) on each $100.00 valuation of all taxable property within the limits of the City of Beaumont heretofore levied for interest and sinking fund accounts other than school bond accounts, and ordered collected by an Ordinance passed by the City Commission of the City of Beaumont on the 25th day of October, 1932, be and the same is hereby apportioned among the various interest and sinking funds as follows: To the interest and sinkin fund of Abattoir Bonds #1, dated December 1, 1911 - One Mill (0.00105. To the interest and sinking fund. of Airort Bonds #1, dated July 1, 1929 - Six and five -tenths Mills ($.0065Y. To the interest and sinking fund of City Hall Bonds #1, dated December 1, 1902 - One Mill (8.0010). To the interest and sinking fund of City Hall & Auditorium Bonds #1, dated December 1, 1926 - Three Cents and Nine and five -tenths Mills ($.0395). To the interest and sinking fund of Fair Park Bonds #l, dated May 1, 1931 - One Cent and Two and five -tenths Mills ($.0125). To the interest and sinking fund of Fire Department Bonds 1922, dated October 1, 1922 - One Cent and One Mill ($.0110). To the interest and sinking fund. of Fire Department Bonds #2, dated December 1, 1926 - Two Cents and Five -tenths Mills ($.0205) . That the tax of forty cents ($.40) on each $100.00 valuation of all taxable property within the old city limits of the City of Beaumont as such limits existed at the time of the adoption of the present City Charter and that portion taken in in 1923 for school purposes only', heretofore levied for interest and sinking fund accounts on school bond indebtedness for the Beaumont City Schools and ordered collected by an ordinance passed on the 25th day of October, A.D. 1932, be and the same is hereby apportioned among the various school bond interest and sinking fundsas follows: To the interest and sinking fund of School House Repair Bonds Mills ($.0075). #4, dated December 15 1909 - Seven and five -tenths To the interest and sinking fund of School House Repair Bonds dated December 1, 1906 - Five -tenths Mills ($.0005). To the interest and sinking fund of School House Building Bonds #2, dated December 15 1902 - Two Mills ($.0020). To the interest and sinking fund of School House Building Bonds #3, dated December 1, 1906 - Three Mills ($.00-00). To the interest and sinking fund of French School Bonds 1912, dated April 10, 1912 - One and five -tenths Mills ($.0015). Section 3. That the City Tax Assessor and Collector is hereby instructed to pro -rate the said sums so assessed according to the provisions of this Ordinance, and to so present his statement and report to the Director of Finance that said officer may be able to place all collections made under said tax to the credit of the proper fund and that the same may not be diverted or used for any other purpose. Section 4. The fact that no apportionment has been made of the assessments levied to provide for the interest and sinking fund for the bonded indebtedness of the City of Beaumont, creates an imperative public emergency necessitating the suspension of the rule requiring ordinances to be read on three separate meetings before their passage, wherefore, said rule is suspended and this ordinance shall take effect and be in force from and after its passage and signature of the Mayor. AN ORDINANCE PROVIDING FOR THE LEVYING, ASSESSING, AND COLLECTING OF AD VALOREM AND OTHER TAXES FOR THE YEAR 1932 FOR THE PURPOSE OF PROVIDING A SINKING FUND TO MEET THE PAYMENT OF ALL BONDED INDEBTED- NESS OF THE CITY OF BEAUMONT, AND THE PAYMENT OF ACCRUING INTEREST THEREON; PROVIDING FOR THE SUPPORT AND MAINTENANCE OF THE CITY OF BEAUMONT PUBLIC FREE SCHOOLS; TO PAY THE EXPENSE OF THE DEPARTMENTS OF THE CITY GOVERNMENT, AS NAMED IN SAID ORDINANCE, AND THE GENERAL EXPENSE OF THE CITY GOVERNMENT, AND APPORTIONING THE TAXES TO BE LEVIED TO SUCH DEPARTMENTS AND PURPOSES AS SET FORTH IN SAJD ORDINANCE; PROVIDING FOR THE PAYMENT OF OCCUPATION TAX, AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF BEAUMONT: Section 1 That there shall be and is hereby levied, and shall be assessed and collected for the ear 1932 an ad valorem tax of Three and no/100 Dollars ($3.00 on each one hundred dollars worth of property in the City of Beaumont located within the territory comprising the old city limits existing prior to the adoption of the present City Charter and comprising the Beaumont Independent School District in the City of Beaumont, made taxable by law which said taxes when collected shall be, according to Section 16 of the Charter of the City of Beaumont, apportioned among the funds and departments of the City Government, of the City of Beaumont, and for the purposes as hereinafter set forth, as follows, to wit: 7, . That there shall be and is hereby levied and shall be assessed and collected for the year 1932, a school maintenance tax of 600 on each $100.00 worth of property in the territory taken into the City of Beaumont for school purposes only, by the City Commission of the City of Beaumont by ordinance passed the 27th day of November, A.D. 1923, and there shall be and is hereby levied and shall be assessed and collected for the year 1932 a tax of 40(P' on each $100.00 worth of said property to take care of the interest and sinking fund on the school bonded indebtedness of the City of Beaumont. Said tax is hereby levied and shall be assessed and collected for said year on all property in the territory taken in by the City of Beaumont for school purposes only, by an ordinance passed by the City Commission of said City, on the 27th day of November, A.D. 1923, said territory being known as a portion of what is commonly called the French School District. Section 4. That there shall be and is hereby levied and there shall be collected on all occupations and callings on which an occupation tax is levied by the State of Texas, a sum equal to one-half of the amount so levied by the State of Texas, on each respective occupation or calling in the City of Beaumont. Section 5. There being no Ordinance in effect levying the taxes for the year 19329 and the taxes for said year will soon become due and payable, an immediate public emergency exists, necessitating the suspension of the -rule requiring ordinances to be read on three separate days before passage, wherefore, said rule is hereby suspended and it is enacted that this Ordinance shall be in full force and effect from and after its passage and signature of the Mayor.
