BE I`1' ORDAINED BY TIIE CITY CO-MvIISSION OF TITE CITY OF BEAULONT, TEXAS: Section 1. It shall hereafter be unlawful for any person in charge of any vehicle to a llOW' said vehicle to remain standing between the hours of seven (7) .o t clock A. M. and seven (7) o'clock P. M. for a longer period than one (1) hour on the following streets and within the hereinafter described area, to -wit: Beginning at the street intersection of'Forsythe Street and Iviain Street, thence north along Main Street to the intersection of Broad. -way Avenue, thence west along Broadway Avenue to Willow Street, thence south along; Willow Street to the point on the Texas & New Orleans Railroad. -vidhere said street runs into Park Street, thence south along Park Street to the intersection of Forsythe Street, thence east on Forsythe Street to Lain Street to the place of beginning. The above area shall include not only the streets here- inabove especially described but all of the public streets and highways included within said area. The above described area shall be construed to include either side of the streets and avenues hereinbefore described except that portion of Willow Street along the property line of the Federal Building. Nothing in this ordinance shall be construed to in any manner conflict .with any ordinance now in effect regulating ur_- loadinb zones, specially designated parking zones or bus unload- ing zones. Section 2. Any person violating any provision hereof shall be deemed guilty of a misdemeanor., and upon conviction thereof in the Corporation Court of; the City ofBeaumont.- shall b fine_d in any sum. not to exceed One Hundred 'Dollars ($}100. 00) All ordinances and/or parts of -ordinances in conflict herewith are ' hereby expressly , repealed. ORDINANCE ENTITLED AN ORDINANCE REPEALING ALL .ORDINANCES OR PARTS OF ORDINANCES PROVIDING FOR AND REGULATING THE TIME WHICH" VEHICLES MAY BE ALLOWED TO REMAIN STANDING UPON STREETS IN THE C-ITY OF BEAU- MONT,EXCEPT THAT CERTAIN ORDINANCE PASSED ON THE :'4th DAY OF DECEMBER, -AD. 1934, AND ENTITLED " AN ORDINANCE ENTITLED AN ORDINANCE PROVIDING FOR ONE HOUR, PARKING WITHIN- A CERTAIN AREA IN THE BUSINESS DISTRICT, OF THE CITY :OF - BEAUMONT; PRESCRIBING A PENALTY FOR THE VIOLATING THEREOF -AND -DECLARING .AN EMERGENCYV" AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE C D?Y COMMISSION OF THE CITY -OF BEAUMONT, TEXAS: Section 1. That all ordinances, and/or parts of ordinances now in effect,prescribing and limiting the time vehicles may be left stand- ing upon the streets of the City of Beaumont, duringcertainhours, are hereby expressly repealed, save and except that certain ordinance passed on the 14th day of December, A. D. 1934, and entitled "An ordinance entitled an ordinance providing for one hour parking with- in a certain area in the business'district of the city of Beaumont; prescribing a penalty for,the violating thereof and "declaring an emergency. " Nothing in this ordinance is to be construed so as to apply to 'or affect in any -manner whatsoever the ordinance , herein- before referred to and passed on the said .4th day of December, A. D. 19343, but said ordinance shall remain in full force and effect as to all its terms and conditions within the area set out in -said ordinance. The fact that traffic in the City of Beaumont is consider- ably congested, causing much undue inconvenience,to the citizenship at large, creates a public necessity, necessitating the suspension of the rule requiring ordinances to be. read on three (3) several days before passage, and said rule is hereby suspended and this ordinance shall be adopted and be in full, force and effect immediately after its passage. AN ORDINANCE ENTITLED AN ORDINANCE PROVIDING FOR ONE HOUR PARKING OF MOTOR AND HORSE DRAWN VEHICLES ON AND ALONG THE EAST SIDE OF PEARL STREET BET1MN BROAD- WAY AND CALDER; PROVIDING FOR A PENALTY FOR THE VIOLATION THEREOF; AND, DECLARING AN EMERGENCY. BE IT.ORDAIXED BY THE CITY COMMISSION OF THE CITY OF BEAUMONT: Section 1. That it shall hereafter be unlawful for any person in charge of any motor and/or horse drawn vehicle to permit the same to remain standing for a longer period of time than one hour between the hours of 7 o'clock A. M., and.7 otclock on or along the east side of Pearl Street between Broadway and Calder Streets. Section 2. .Any person violating any of the terms of this ordinance shall be guilty of a misdemeanor and upon convic- tion thereof shall be fined in any sum not to exceed $100.00. All ordinances and/or parts of ordinances in conflict herewith are hereby repealed. Section 3. The fact that traffic over the_ streets and public highways within the City has become considerably congested, particularly along Pearl Street between Broadway and Calder Streets, and this condition has created an imperative public emergency necessitating the suspension,of the rule requiring ordinances to be read on three several occasions before'pas- sage thereof, and said rule is hereby suspended and this, ordinance shall take effect from and after the date of its passage. FOR A LONGER PERIOD OF TIME THAN THIRTY MINUTES Oil THE SOUTH SIDE OF FORSYTHE STREET BETWEEN.PEARL AND MAIN STREETS, AND ON THE EAST SIDE OF PEARL STREET BETWEEN FORSYTHE AiVD WALL STREETS; PROHIBITIidG THE PARK- ING OF ANY MOTOR VEHICLE AND/OR HORSE DRAWN VEHICLE BETWEEiv THE HOURS OF SEVEN A.M. AND SIX P.M. IN OR UPON THE DRIVE-IN SECTION ON THE WEST SIDE OF MAIA STREET AT TIM REAR OF THE CITY HALL; PROVIDING CERTAIhI EXCEPTIOiNS THERETO; REPEALING ALL ORDINANCES AND/OR PARTS OF ORDINANCES IN CON- FLICT HEREWITH; PRESCRIBING A PENALTY FOR THE VIOLATIOii HEREOF; AND DECLARING AN EMERGEi\iCY. WHEREAS, due to the present traffic regulations around the City Hall, cars and other vehicles are permitted to park for such a long period of time -that available park- ing space for the citizens of the City of Beaumont who have business in the City Hall, is exceedingly limited, neces- sitating their parking their vehicles at a considerable dis- tance from the City Hall; and.. WHEREAS, the City has provided a drive-in space at the rear of the City Hall on the west side of Main ,Btreet for the benefit of vehicles belonging to the City and for service vehicles, and also to accommodate various and sundry city officials and employees who are required to use their cars in connection with their work' said cut away space be- ing wholly within the property line of the premises occu- pied by the City Hall; and., WHEREAS, said space has heretofore been marked off in stalls showing plainly by whom each stall is to be used and which stalls are to be used by service trucks, but never- theless the general public continually use such parking area at -all times of the day and continually park their cars at a point in Main Street at the rear of cars already parked in the parking space, making it very difficult for cars belong- ing to the City of Beaumont, its officials and employees and also service trucks to be removed from said parking area. BE IT ORDAIiIED BY THE CITY COMMISSIOiv OF THE CITY OF BEAUMONT: Section 1 That it shall hereafter be unlawful for the owner or operator of any motor and/or horse drawn vehicle to per- mit the same to remain standing between the hours of Eight A•M* and Five P.Me for a greater period of time than thirty (30) minutes on the South side of Forsythe Street between Pearl and Main Streets, and on the East side of Pearl Street between Forsythe and VTall Streets, ce")-` Section 2 It shall hereafter be unlawful for the owner and/or operator of any motor and/or horse drawn vehicle to permit the same to remain standing between the hours of Seven A.M. and Six P.M. on, along, or across the ;Vest side of Main Street adjacent to the drive-in section at the rear of the City Hall. Nothing in Section 2 hereof shall be construed to prohibit the parking of vehicles on the West side of Main Street between Wall and Forsythe Streets at each end of said block where the curb remains intact, but shall apply only to that section of said block where the curb line has been cut away and a drive-in space provided for the use of vehicles belonging to the City of Beaumont, its officials and employees and service trucks. Provided further that Section 2 hereof shall not apply to service trucks while properly parked in stalls provided for such trucks and while delivering merchan- dise to and from the City Hall. Section 3 The provisions of this ordinance' shall not apply to motor and/or horse drawn vehicles on Sunday of each week, but such vehicles on such day shall be governed by such traffic regulations as may now be in effect. Section 4 Any person, firm, association, partnership or cor- poration violating any of the terms hereof shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not to exceed One Hundred ($100.00) Dollars. Section 5 All ordinances and/or parts of ordinances in con- flict herewith are hereby expressly repealed, provided, how- ever, that in the event this ordinance is in conflict with any section or sections of the general traffic ordinances now in effect, the passage of this ordinance shall repeal only -2- such section or sections of said traffic ordinance directly in conflict herewith and shall not 4ffect the remaining sec- tions., which said remaining sections of said traffic ordin- ance shall remain in full force and effect. BE IT ORDAINED BY THE -CITY COMMISSION OF THE CITY OF BEATJMONT, TEXAS: Section 1. It shall hereafter be unlawful for any person in charge of any vehicle to allow said vehicle to remain standing between the hours of seven (7) o'clock A. M. and seven (7) o1clock P. M. for a longer period than one (1) hour on the following streets: 500 block Fannin Street between Park and Neches Streets. Parallel parking on South side of street, 271 degree angle on North side of street. 500 block Forsythe Street between Park and Neches Streets. Nothing in this ordinance shall be construed to in any manner conflict with any ordinance now in effect regulating unloading zones, specially designated parking zpnes or bus un- loading zones. Section 2. Any person violating any provision hereof shall be deemed guilty of a misdemeanor, and upon conviction thereof in the Corporation Court of the City of Beaumont shall be fined in any sum not to exceed One Hundred (100.00) Dollars. _All ordinances and/or parts of ordinances in conflict herewith are hereby expressly repealed.
