D. 1934, PROVIDED THAT SAID TAXES ARE PAID ON OR BEFORE THE -30th DAY OF SE.PTEPIBER, A. D. .1934; PROVIDING FOR THE CONSTRUCTION OF SAID PROVISIONS, SUSPENDING ALL OR!` INANCES OR PARTS OF ORDINANCES IN CONFLICT HEREVJITH�FOR THE TERM OF THIS ORDINAYICE, AND DECLARING AN EMERGENCY. BE IT ' ORDAINED BY THE .CITY C OI i LISS ION OF THE CITY OF BEAUI'iiONT, TEXAS: Section 1. That all penalties and costs that have accrued on ad valorem taxes which -have b,ecom:e delinquent .on or before August 1st, 19343 due the City.of Beaumont, except as hereinafter provided, shall be and the same a.re.hereby released, providing said ad val- orem taxes are paid on , or before the 30th day of September, A. D.' 1934. Section 2.. The provisions of Section 1 hereof shall not apply to delinquent taxes .and penalties and costs already paid, nor to delinquent taxes and penalties and costs that have been reduced to judgment by a court of competent= jurisdiction, nor shall the same be construed to release the payment of interest upon delinquent taxes due the City of Beaumont. Section 3. All ordinances and parts of -ordinances in conflict here- with are hereby expressly suspended during the term of this ordinance in so far only as they may affect. this , ordinance, and it being the express intention of the City Commission to in no wise repeal any ordinances; or parts thereof but to- only suspend the operation of such ordinances or parts thereof during the term and upon the conditions provided for in this ordinance. Section 4. The fact that .there is -a large. ' amount of delinquent taxes due and unpaid.to.the City of Beaumont, which seriously embarrasses the City government and cripples its efficiency of oper°ation, and affects the health, peace and protection of its citizens, and.the fact that the present economic depression involves., the ability of many taxpayers to pay their delinquent taxes,'penalties and costs, and the further ' fact that the , release of the ten percent penalties and costs, for the period above mentioned, will aid the City in the collection of taxes greatly needed, creates an imperative public emergency necessitating the suspension of the rule requiring the reading_ of ordinances -on three separate days. before passage thereof, and said rule .is hereby suspended, and this ordinance shall take effect from and after its passage.
