HomeMy WebLinkAboutUOG 206.01 1-2007-Apparatus Security SECURITY PROCEDURE Beaumont Fire/Rescue Services BF/R VEHICLES & APPARATUS Uniform Operating Guidelines U.O.G. 206.01 01/19/07- N Page 1 of 2 PURPOSE: To provide an internal procedure for securing Beaumont Fire/Rescue vehicles and apparatus while at emergency scenes, and other locations where an unsecured vehicle may be at risk. To reduce the possibility of theft of Beaumont Fire/Rescue assets, and the cost incurred as a result of theft and damage. PROCEDURES: The security options described here shall be exercised at the direction of the Company Officer, and/or by the individual assigned to the unit. OPTION 1: Ideally, where Fire apparatus are staged at an emergency scene, or at other locations not associated with an emergency operation, the first option for security should be to assign a member to remain with the apparatus. In many cases this option may not be practical, and the second option shall be exercised. OPTION 2: The second option is a simple method to secure an apparatus equipped with a pump. Once arriving on scene, simply shift the transmission to neutral, set the brake, and engage the P.T.O., DO NOT place the transmission in drive. Should an unauthorized person try to shift the apparatus into gear, the pump will be engaged rather than the rear axle, and the apparatus will not move. While the apparatus is idling, and remains in neutral, the pump is not actually engaged, and there is no danger of damaging the pump. While using this method will secure the apparatus to some degree, it is not infallible. Personnel on scene must still be vigilant for unauthorized persons tampering with apparatus, and/or the equipment carried on board the apparatus. OTHER VEHICLES: Chiefs vehicles, Service trucks, and Staff vehicles shall always be locked when they are parked with the engine running or not, and left unattended. This not only secures the vehicle, but the thousands of dollars in equipment that is carried on board these units. NOTE: All personnel on an assigned unit will bear responsibility to some degree for insuring that these procedures are followed. The primary responsibility will be with the assigned Company Officer, and the operators of other vehicles within the Department. SECURITY PROCEDURE Beaumont Fire/Rescue Services BF/R VEHICLES & APPARATUS Uniform Operating Guidelines U.O.G. 206.01 01/19/07- N Page 2 of 2 FIRE DISPATCH PROCEDURE: In the event that a fire apparatus or vehicle is stolen the following procedure should be followed by Fire Dispatch. Notify Beaumont PD, and alert all Fire Stations, and/or units in the vicinity of where the theft has taken place. Advise these units of all pertinent information available, such as which unit was stolen and description, a description of the thief, if available, the direction of travel the unit was observed taking, and any potential intercept points that may be relevant. Under no circumstances shall fire personnel try to apprehend, impede, or stop a stolen unit. Caution shall be used, and all information shall be transmitted to Fire Dispatch. If necessary Fire Dispatch shall establish an appropriate direct communications link between Fire, Police and/or other involved agencies to provide better coordination. Fire Dispatch will notify the on duty Deputy Chief, Fire Chief, and Assistant Fire Chief of the event. REPORTING: As with all significant events, reports shall be made by all involved Fire personnel and forwarded through the chain of command to the Fire Chief, by the next regular business day. Comments shall be included in the Texfirs report detailing the event.
