I. Guiding Philosophy
While fires will vary in type, complexity and magnitude, we recognize that there are
standard components common to many types of fires that can be used to our advantage when
deploying resources and operating at fire incidents. We strive to recognize these similarities so
that the responses we deploy are safe, effective and make the best use of our available
capabilities.
II. Purpose
The purpose of this policy is to provide standards for the dispatch and deployment of
resources to potential or actual fire incidents.
III. Goals
The goals of this policy are to:
A. Provide standards for call taker information gathering and dissemination.
B. Detail the standard minimum deployment assignments for both initial, multiple and
special alarm deployments of fire response resources.
C. Communicate notifications and documentation requirements.
IV. Definitions
A. Fire Guide Cards — Reference guides used by the call -taker and dispatcher that
outline appropriate information to be gathered, pre -arrival instructions to be provided,
and standard deployments for a range of fire -related emergencies.
B. General Alarm Response — Initial deployment of one Chief s car + one Engine
Company (See Appendix A -Fire Deployment Matrix for examples).
C. One Alarm Response — Initial deployment of two Chief s cars, five apparatus (must
include at least one aerial), Truck 74, one Med Unit, and one Police Unit (See
Appendix A -Fire Deployment Matrix for examples).
D. Reinforced Response: Second Alarm Fire — Following initial size -up and
communication of current situation status, and as requested by the Incident
Commander, deployment of the following additional firefighting and support
resources (may include a combination of on -duty, mutual aid or off-duty resources) to
support extended firefighting operations:
1. Two (2) Chief Officers
2. Three (3) Engine Companies
3. One (1) Aerial Company
4. Planning Section Chief
5. Logistics Section Chief
6. Supply Unit Leader
7. Two (2) Public Information Officers/Investigators
8. BEMS Supervisor
9. Police Supervisor
10. Water Department Supervisor
E. Reinforced Response: Three Alarm Fire (and above) - As requested by Command,
deployment of the following additional firefighting and support resources (may
include a combination of on -duty, mutual aid or off-duty resources):
1. Two (2) Off -Duty Chief Officers
2. Three (3) Engine Companies
3. Twenty (20) Off-duty personnel

F. Special Fire Response: Automatic Alarm Target Hazard - Deployment of one
Chief s car and two (2) engine companies to a pre -identified target hazard location
(See Appendix B -Special Responses -FIRE or Appendix D Automatic Alarms Guide
Card for locations).
G. Special Fire Response: Burning Complaint - Deployment to a routine complaint of
illegal burning. (See Appendix B -Special Responses -FIRE)
1. From 0700-1800 hours Monday through Friday, deploy an Arson Investigator.
2. After hours, on weekends and holidays, deploy a Chief s car and Beaumont
Police unit.
H. Special Fire Response: ETJ & Contract Service Areas - Deployment of one
Chief s car and two (2) Engine Companies to a reported structural or industrial fire in
the City's extra -territorial jurisdiction (ETJ) or contract service areas. (See Appendix
B -Special Responses -FIRE & refer to SOG 501.03 for additional information.)
I. Special Fire Response: Vehicle/Transportation-Related Fires - Deployment of
one Chief s car and two (2) Engine Companies to a reported fire in a small capacity
propane/butane delivery vehicle or small diameter pipeline. (See Appendix B -Special
Responses -FIRE)

J. Special Time Stamp - A computer-aided dispatch (CAD) function used to record
operational benchmarks that have been completed in the field.
K. Still Alarm Response - Initial deployment of one Engine Company (See Appendix
A Fire Deployment Matrix for examples).
V. General Information Gathering & Dissemination
A. The Call Taker should follow the applicable Fire Incident Guide Card to obtain as
much information as possible on the type and extent of the emergency.
B. The Call Taker should provide appropriate pre -arrival instructions to the caller based
on the type of fire and location of the caller.
C. The Dispatcher will relay relevant information gathered to responding units via radio
MCT or phone.
D. The Dispatcher will request status updates from Command, as necessary, to insure the
Fire -EMS Communications Center is aware of the current situation status.
1. Current situation status information helps support timely initiation of required
notifications, assisting with additional resource deployment or internal
information requests.
2. External information requests (media, etc.) should be routed to the PIO, after
he/she is notified and/or deployed.
VI. Deployment of City and Mutual Aid Resources
A. Beaumont Fire -Rescue Service deployments to fire incidents should conform to the
purposes and intents of City of Beaumont emergency response plan, Annex F -
Firefighting.
B. The initial alarm, reinforced and special response deployments of fire department
resources will routinely conform to Appendix AFire Deployment Matrix and
Appendix BLS
pecial Responses: FIRE.
C. Based on the information received at the time of the call for service, the Dispatcher
has the discretion to upgrade the initial minimum alarm deployment up to the next
alarm level, if deemed necessary (i.e. Still Alarm upgraded to General Alarm),����t`
D. If after assessing the situation, the Incident Commander requests a Second Alarm
deployment, the deployment of resources will conform to the following:
1. The Dispatcher will:
a. Implement the deployment of the Reinforced Response -Second Alarm

b. Initiate SOG 205.01-EmergencyBack-Up & Deployment Plan, if
apparatus in-service drops to four (4) or less (including call-back of
additional dispatchers).
c. Coordinate the acquisition and deployment of additional City
resources, as requested by Command.
d. Contact the Sabine -Neches Chief s Association to either:
1) Place the SNCA on standby, if their assistance is not
immediately needed.
2) Request resources, as specified by Command.
2. The Deputy Chief will:
a. Assist the Dispatcher, as feasible, in calling back off-duty resources to
the scene.
b. Implement SOG 205.01-Emerency Back -Up & Deployment Plan, if
required.
E. If a Third Alarm (or greater) is required, SOG 205.01 Emergency Back -Up &
Deployment Plan will be implemented. In this case, resources will be requested
through:
1. Call-back of additional personnel.
2. Activation of the Sabine -Neches Chief s Association resources (SOG 501.05
Sabine -Neches Chiefs Association Activation).
Activation of the City EOC to request regional or State resources.
F. As requested by the Incident Commander, heavy equipment and barricades are
available for deployment through Public Works -Streets and Drainage Division.
VII. Required Notifications & Documentation
A. The Dispatcher will notify the following after Command's request to deploy a Second
Alarm:
1. Operations Section Chief
2. Fire Chief
3. City Emergency Management Coordinator
B. In the event of any fire death or burns, or transport of personnel to the hospital notify:
1. On -duty or on-call Investigator/PIO
2. Fire Chief
3. Operations Section Chief
C. The on-call Sanitarian from Beaumont Public Health Department -Environmental
Health Division will be notified for all fires occurring in food establishments.
D. Dispatchers will properly document the fire time stamps listed in pLendix C -Special
Time Stamps.

B. Dispatching a Possible Structure Fire:
1. The Dispatcher will follow the matrix below when dispatching potential structure fire responses.
2. The Dispatcher has the discretion to deploy a one alarm response for potential structure fires if
he/she believes it to be warranted based on the information being received.
3. As soon as the caller provides the location and advises of a fire, the dispatcher will dispatch a one
alarm deployment to all stations and units.
4. It is not necessary to enter the address and nature code in CAD when turning in a one alarm
response.
5. If the dispatcher can obtain only a partial address, dispatch a one alarm deployment and update the
responding units as more accurate information becomes available.
