Guiding Philosophy Holidays are provided so that members have the opportunity to relax and celebrate special events with their family and friends. Recognized holidays and holiday pay are regulated by the current collective bargaining agreement. We strive to achieve a system of effectively tracking holiday accruals, scheduling and pay so that we balance the needs of the workforce and those of the community we serve. II. Purpose The purpose of this policy is to define the general standards applicable to the accrual and scheduling of holidays and holiday pay for civil service members. III. Goals The goals of this policy are to: A. Reference holiday accruals for civil service members. B. Detail the general parameters and regulations related to scheduling of accrued holidays and holiday pay. IV. Holiday Accruals A. Holiday accruals for all civil service members are regulated by Article XIII, Section I Holidays, Parts A & B of the collective bargaining agreement. Please refer to the current contract for accrual details. V. Holiday Pay & Holiday Scheduling A. Holiday scheduling and pay for civil service members who actually work on holidays are regulated by Article XIII, Section I Holidays, Part B of the collective bargaining agreement. B. Staff Officers and other members working eight-hour or ten-hour shifts (including members assigned to light duty): 1. Will take holidays as they occur or are observed. a. Staff Officers (ten-hour personnel) assigned to the Communications Division are approved to work on a holiday if needed to meet the minimum staffing requirement in the division of two (2) persons. b. Other Staff Officers are approved to work on a holiday if called out to support emergency operations. c. Other exceptions must be approved by the Fire Chief. 2. Holidays which occur on a Saturday will be observed on the preceeding Friday. Holidays which occur on a Sunday will be observed on the following Monday. C. Per the collective bargaining agreement, holidays added to a member's annual vacation will be scheduled in conjunction with the annual vacation scheduling process (see R&R 103.01E -Vacation). 1. The Fire Administrator will facilitate notification of the Deputy and Division Chiefs as to the total number of vacation + added holidays in conjunction with the annual vacation scheduling process. 2. When vacation schedules are submitted each year, the Fire Administrator will facilitate an audit of the schedules to insure the correct number of vacation + holidays have been allocated and scheduled for each individual.
