BACKGROUND The Fire Department must periodically replace old and/or defective SCBA units and related materials. The units provide breathing air to firefighters while engaged in firefighting activities. The Department has determined that twenty-five (25) complete SCBA units with face masks require replacement this year. The Scott equipment has proven superior in performance to other manufacturers' equipment, and has been used within the Department for several years. There are no local vendors for this equipment. Pricing for the equipment was obtained through the Houston -Galveston Area Council (H -GAC) purchasing cooperative, which provides cities and political subdivisions with the means to purchase specialized equipment at volume pricing. H -GAC complies with State of Texas procurement statutes. FUNDING SOURCE General Fund and Capital Reserve Fund. BACKGROUND Article VI, Section 2 of the City Charter requires that the proposed budget be submitted to the Council at least 45 days prior to the beginning of the new fiscal year. In addition, Section 4 requires Council to schedule a public hearing on the proposed budget. FUNDING SOURCE Not applicable. RECOMMENDATION The Administration recommends that a public hearing be held on August 23, 2016, at 1:30 p.m. in Council Chambers, located at 801 Main Street. The City Clerk will publish the notice of the public hearing. RESOLUTION NO. BACKGROUND Chapter 26 of the Property Tax Code requires taxing units to comply with truth -in -taxation laws in adopting their tax rate and requires the governing body to hold two public hearings when the proposed tax rate exceeds the lower of the rollback rate or the effective rate. Administration recommends Council establish a tax rate required to support the City Manager's proposed budget equal to the current tax rate of $0.69/$100 of valuation. In accordance with Chapter 26 of the Property Tax Code, if the proposed rate exceeds the lower of the rollback rate of $.733081/$l 00 or the effective tax rate of $.676932/$100, the City Council must take a record vote to place the proposal to adopt the rate on the agenda of a future meeting. The effective tax rate is the rate that would produce the same amount of taxes in FY 2017 as was produced in FY 2016 if it was applied to the same properties taxed in both years. The proposed tax rate of $0.690000/$100 exceeds the effective tax rate of $.676932/$100 by $.013068/$100 or 1.9%. If the motion passes, two public hearings must be scheduled. It is recommended that the public hearings be held on August 23, 2016 and September 13, 2016 at 1:30 p.m. in the Council Chambers. FUNDING SOURCE Not applicable. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the 2016 tax rate is proposed to be $0.69; and, BE IT FURTHER RESOLVED THAT the dates of August 23, 2016 and September 13, 2016 be and the same are hereby set as the dates at which the City Council will conduct public hearings on the proposed tax rate. BACKGROUND The proposed 2017 Capital Program was originally submitted to Council on May 13, 2016. Article VI, Section 20 of the City Charter requires Council to schedule a public hearing on the proposed Capital Program. FUNDING SOURCE Not applicable. RECOMMENDATION The Administration recommends that a public hearing be held on August 23, 2016, at 1:30 p.m. in Council Chambers, located at 801 Main Street. BACKGROUND Beaumont Municipal Transit has prepared a grant application for FY 2016 FTA funds. The grant will help fund the labor, fringe benefits, parts and supplies, purchased services, utilities, insurance, licenses, and all other miscellaneous expenses needed for the operation and maintenance of the Beaumont Municipal Transit (BMT) System in FY 2016, the period from October 1, 2015 through September 30, 2016. FUNDING SOURCE The grant will pay up to 50% of the net operating deficit. Source Amount FTA Grant $2,066,526 City Share $2,280,190 State $367,187 Fare Box $474,155 Total: $5,188,058 RECOMMENDATION Approval of the resolution. PUBLIC NOTICE The City of Beaumont/Beaumont Municipal Transit (BMT) is considering applying for a grant from the Federal Transit Administration (FTA) for expenses incurred in FY2016. The grant will be for operating assistance (5307 funding) for the Beaumont Municipal Transit System for up to one-half of the net operating deficit for FY 2016, the period between October 1, 2015 through September 30, 2016. Operating assistance will cover all expenses related to the operation and maintenance of the transit system to include labor, fringe benefits, fuel, tires, bus parts, lubricants, other materials and supplies, insurance, utilities, purchased services, taxes and licenses, and any other miscellaneous expenses. The hearing will also afford the opportunity for interested persons to be heard on the social, economic, and environmental aspects of the proposal.
